Chapter I Definition and Scope

Chapter II Safety Requirements for Ground-breaking Operations

Article 4 Reliable safety measures should be taken before ground-breaking operation, and the ground-breaking safety operation certificate must be obtained, and the operation can only be carried out after approval. No ground-breaking operation is allowed without a ground-breaking safety operation certificate.
