The main institutional mechanisms and responsibilities of the reform of the party and state institutions should be conducive to the construction of posts for the party and state institutions.

Tenth party and state institutional reform, major institutional mechanisms and responsibilities adjustment, should be organized under the centralized and unified leadership of the CPC Central Committee.

The reform of the Party and state institutions and the adjustment of the responsibilities of major institutional mechanisms should be conducive to building a systematic, scientific, standardized and efficient functional system of the Party and state institutions, forming a leadership system of the Party that takes the overall situation into account and coordinates all parties, a government governance system with clear powers and responsibilities and administration according to law, a world-class armed forces system with China characteristics, and a group work system that serves the masses. It is conducive to promoting coordinated actions of various organizations and enhancing joint efforts under the unified leadership of the Party.

Eleventh institutions should be scientific and reasonable, with relatively complete and relatively stable independent functions, and can be coordinated with the functions of existing institutions.

To coordinate the establishment and function allocation of the Party and state organs, we should strengthen the leading position of the Party organizations at the same level, strengthen the centralized coordination function, and coordinate the work of this system in this field. Adhere to the principle that a class of matters should be coordinated by one department and one thing should be handled by one department in principle. The relevant organs of the party can be set up as a whole with other departments with similar functions and close ties, and can be merged or co-located.

The establishment and function allocation of local institutions should ensure the effective implementation of the principles and policies of the CPC Central Committee and national laws and regulations, and the functions of institutions involving centralized and unified leadership of the CPC Central Committee, national legal system, decrees and markets should basically correspond to those of the central government. Unless explicitly stipulated by the central government, local governments can set up institutions and allocate functions according to local conditions within the prescribed limits, and strictly regulate the establishment of various institutions. Local governments can set up and adjust public institutions within the prescribed scope of authority.

Article 12 The establishment and allocation of leadership positions shall conform to the relevant provisions of the Party Central Committee and the Party's internal regulations and national laws and regulations, and meet the needs of the party and state undertakings, economic and social development and organizations in performing their duties.

The staffing shall conform to the provisions on the type, structure and total amount of staffing. The allocation of leadership positions shall conform to the provisions on the name, level and quantity of leadership positions, and the name of leadership positions shall conform to the institutional level.
