Article 16 In formulating and revising relevant national standards, industrial standards and local standards, the prevention of food waste should be taken as an important consideration, and waste should be prevented to the maximum extent on the premise of ensuring food safety.

Article 17 People's governments at all levels and their relevant departments shall establish a supervision and inspection mechanism against kitchen waste, and promptly urge the rectification of the problems found in kitchen waste.

If food producers and business operators waste food seriously in the process of food production and operation, the market supervision and administration department and the competent commerce department of the local people's government at or above the county level may interview their legal representatives or principal responsible persons. The food producers and operators interviewed should immediately rectify.

Article 18 The administrative department of government affairs shall, jointly with relevant departments, establish an evaluation and notification system for the effectiveness of anti-kitchen waste in government canteens, and incorporate anti-kitchen waste into the assessment of energy conservation and consumption reduction of public institutions and the activities of creating conservation-oriented institutions.

Article 19 Food and catering industry associations shall strengthen industry self-discipline, formulate and implement anti-food waste and other related group standards and industry self-discipline norms according to law, publicize and popularize the knowledge of preventing food waste, popularize advanced models, guide members to consciously carry out anti-food waste activities, and take necessary self-discipline measures against wasteful members.

Food and catering industry associations should carry out monitoring of kitchen waste, strengthen analysis and evaluation, announce the anti-kitchen waste situation and monitoring and evaluation results to the public every year, provide support for state organs to formulate laws, regulations, policy standards and carry out research on related issues, and accept social supervision.

Consumer associations and other consumer organizations should strengthen food consumption education for consumers and guide the formation of consumption habits that consciously resist waste.

Article 20 State organs, people's organizations, social organizations, enterprises, institutions and grass-roots mass self-governing organizations shall regard strict economy and opposition to waste as the contents of mass spiritual civilization creation activities, and incorporate them into relevant creation evaluation systems, local citizens' conventions, village rules and regulations, industry norms, etc. Strengthen publicity, education and scientific popularization against food waste, promote "CD Action", advocate civilized, healthy and scientific food culture, and enhance public awareness against food waste.

The people's governments at or above the county level and their relevant departments shall continue to organize publicity and education against food waste, and take opposing food waste as an important part of the National Food Safety Publicity Week.

Twenty-first education administrative departments should guide and urge schools to strengthen anti-food waste education and management.

Schools should carry out national education in accordance with regulations, incorporate strict economy and opposition to waste into education and teaching content, carry out special educational activities against food waste through study, practice and experience, and cultivate students to develop the habit of thrift and cherish food.

Schools should establish a supervision and inspection mechanism to prevent food waste, and formulate and implement corresponding reward and punishment measures.

Twenty-second news media should carry out anti-food waste laws, regulations and related standards and knowledge propaganda, report advanced models, expose waste phenomena, guide the public to establish a correct concept of food consumption, and supervise food waste by public opinion. Propaganda and reports against food waste should be true and fair.

It is forbidden to produce, publish or disseminate programs or audio and video information that waste food, such as eating and drinking.

If the network audio and video service provider finds that the user has violated the provisions of the preceding paragraph, it shall immediately stop transmitting relevant information; If the circumstances are serious, it shall stop providing information services.

Article 23 The civil affairs and market supervision and management departments of local people's governments at or above the county level shall establish a docking mechanism for donation demand, and guide food producers and operators to donate food to relevant social groups, welfare institutions, relief agencies and other organizations or individuals on the premise of ensuring food safety. Relevant organizations receive and distribute food in time as needed.

The state encourages social forces to participate in food donation activities. Internet information service providers can build a platform to provide services for food donation.

Twenty-fourth units, families and individuals that produce kitchen waste shall fulfill the obligation to reduce the source of kitchen waste according to law.

Article 25 The state organizes the monitoring of nutritional status and the popularization of nutritional knowledge to guide citizens to form scientific eating habits and reduce the risk of diseases caused by unhealthy diet.

Article 26 People's governments at or above the county level shall take measures to support scientific research and technological development activities to prevent kitchen waste.

Government procurement of related goods and services should be conducive to preventing food waste.

The state implements a tax policy that is conducive to preventing food waste.

Twenty-seventh any unit or individual who finds that food producers and operators have wasted food has the right to report to the relevant departments and organs. The departments and organs that receive the report shall handle it in a timely manner according to law.

Article 28 Where a catering service operator violates the provisions of this Law and fails to take the initiative to remind consumers to prevent food waste, the market supervision and administration department of the local people's government at or above the county level or the department designated by the local people's government at or above the county level shall order it to make corrections and give a warning.

Article 29 If a unit with a canteen violates the provisions of this Law and fails to formulate or implement measures to prevent food waste, the department designated by the local people's government at or above the county level shall order it to make corrections and give it a warning.

Article 30 If a radio station, television station or network audio-visual service provider, in violation of the provisions of this Law, produces, publishes or disseminates food-wasting programs or audio-visual information, the radio and television department, the network information department and other departments shall, according to their respective duties, order it to make corrections and give it a warning; Those who refuse to make corrections or the circumstances are serious may be fined between 1 10,000 yuan and110,000 yuan, and may be ordered to suspend business or suspend business for rectification, and the directly responsible person in charge and other directly responsible personnel shall be investigated for legal responsibility according to law.

Article 31 provinces, autonomous regions, municipalities directly under the Central Government or cities divided into districts and autonomous prefectures shall, according to specific conditions and actual needs, formulate specific measures to combat kitchen waste in their respective regions.
