In the industrial field, the water consumption per unit GDP and the water consumption per 10,000 yuan of industrial added value are still high, and the industrial wastewater discharge is still large; In the agricultural field, the proportion of water-saving irrigation is low, and the utilization rate of farmland irrigation water is not high; In the field of daily life, people are still accustomed to the "high consumption" water consumption mode. In the next few years, the process of urbanization, industrialization and agricultural modernization in our city will accelerate, and the demand for water will continue to increase. Without changing this extensive way of water resources utilization, water resources will be difficult to bear, water environment will be unbearable and economic and social development will be unsustainable. Therefore, to fundamentally solve the bottleneck of water resources, we must implement five development concepts, promote the strictest water resources management, build a water-saving society in an all-round way, and ensure the sustainable development of economy and society with the conservation and sustainable utilization of water resources.

Comprehensive use of engineering measures and non-engineering measures such as "infiltration, stagnation, storage, purification, utilization and discharge" to build a "sponge city" with natural accumulation, natural infiltration and natural purification; Through measures such as dredging and pond regulation, we will build a "beautiful countryside" with clear rivers and beautiful shores. Second, we must strengthen pollution prevention and control.
