Measures for the Administration of Cattle and Sheep Slaughtering in Inner Mongolia Autonomous Region
The term "cattle and sheep products" as mentioned in these Measures refers to the unprocessed carcasses, meat, fat, viscera, blood, bones, heads, hooves, skins and tails of cattle and sheep after slaughter. Article 3 The autonomous region shall practise a system of fixed-point slaughtering and centralized quarantine of cattle and sheep.
Without a fixed point, no unit or individual may engage in slaughtering cattle and sheep, except for individuals in rural and pastoral areas who slaughter themselves and eat for themselves.
The slaughter of cattle and sheep involved in "farmhouse music" and "family tour" shall be formulated by the administrative office of the Union and the municipal people's government with districts according to the actual situation in the region. Fourth cattle and sheep slaughtering plant (field) is the main responsibility for the quality and safety of cattle and sheep products, and should accept social supervision and bear social responsibility. Fifth people's governments at or above the county level shall organize, lead and coordinate the management of cattle and sheep slaughter within their respective administrative areas, and include the funds required for the supervision and management of cattle and sheep slaughter and technical guidance in the financial budget at the corresponding level. Article 6 The veterinary administrative department of the people's government of the autonomous region shall, jointly with the relevant departments of development and reform, economy and informatization, formulate a development plan for the cattle and sheep slaughtering industry. Seventh veterinary administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of cattle and sheep slaughter within their respective administrative areas.
Animal health supervision institutions established by the people's governments at or above the county level shall be responsible for the daily supervision and management of cattle and sheep slaughter within their respective administrative areas.
The animal epidemic prevention and control institutions established by the people's governments at or above the county level shall be responsible for the technical guidance of cattle and sheep slaughter within their respective administrative areas.
Food and drug supervision and management, industrial and commercial administration, quality and technical supervision, environmental protection, public security, planning, ethnic affairs, urban management and other departments shall, in accordance with their respective responsibilities, do a good job in the management of cattle and sheep slaughtering activities.
Sumu Township People's Government and subdistrict offices shall cooperate with the supervising agencies for animal health to do a good job in slaughtering cattle and sheep. Article 8 The autonomous region shall guide, encourage and support the technological innovation and transformation of cattle and sheep slaughtering plants (fields), and promote the construction of mechanization, scale, standardization, branding and informatization. Article 9 The veterinary administrative department of the people's government of the autonomous region shall implement classified management according to the scale, production technical conditions, quality and safety management of the designated slaughtering plant (field) for cattle and sheep. Article 10 Cattle and sheep slaughter industry associations established according to law shall strengthen industry self-discipline, promote the construction of industry integrity, provide information, technology, training and other services for members, and publicize and popularize meat food safety knowledge. Eleventh engaged in halal cattle and sheep slaughter, in addition to the provisions of these measures, it should also comply with the provisions of the state and the autonomous region on the management of halal food and the customs of ethnic minorities to eat halal food. Chapter II Cattle and sheep slaughtering plant (field) Article 12 A cattle and sheep slaughtering plant (field) shall meet the following conditions:
Comply with the provisions of the Measures for the Examination of Animal Epidemic Prevention Conditions;
Obtaining environmental impact assessment procedures and planning and site selection opinions according to law;
(three) there are water sources suitable for the scale of slaughter, and the water quality meets the standards prescribed by the state;
(4) Having pens to be slaughtered, isolation pens, pens to be slaughtered, emergency slaughter rooms, slaughter rooms, quarantine inspection rooms, and facilities, equipment and vehicles for slaughtering cattle and sheep that meet the requirements set by the state;
(5) Having quarantine personnel who have passed the examination and are suitable for the scale of the enterprise;
(six) there are slaughter technicians who have obtained health certificates according to law and meet the requirements of slaughter scale and post;
(seven) there are quarantine equipment, disinfection facilities, cold storage facilities, water washing facilities and acid drainage workshops that meet the requirements of the state;
(eight) the harmless treatment facilities for sick cattle and sheep and cattle and sheep products or the harmless treatment entrustment contract signed with the harmless treatment field;
(nine) other conditions stipulated by laws and regulations. Thirteenth in remote rural pastoral areas with inconvenient transportation, small cattle and sheep slaughterhouses can be set up to supply cattle and sheep products only to the local market (below Sumu Township). Fourteenth small cattle and sheep designated slaughterhouses shall meet the following conditions:
Comply with the provisions of the Measures for the Examination of Animal Epidemic Prevention Conditions;
(2) Having a fixed slaughterhouse;
(3) Having an independent waiting circle, isolation circle, waiting room, emergency room and slaughter room;
(4) Having quarantine personnel who have passed the examination and are suitable for the scale of the enterprise;
(five) there are slaughter technicians who have obtained health certificates according to law and meet the requirements of slaughter scale and post;
(6) Having basic sanitary conditions and pollution prevention facilities;
(seven) the harmless treatment facilities for sick cattle and sheep and cattle and sheep products or the harmless treatment entrustment contract signed with the harmless treatment field;
(eight) other conditions stipulated by laws and regulations. Fifteenth new construction, renovation and expansion of cattle and sheep slaughtering plant (field), the applicant shall submit a written application to the veterinary administrative department of the people's government at the county level where the factory (field) is located. The administrative office of the Union and the veterinary administrative department of the municipal people's government with districts shall make a written decision and explain the reasons in writing according to these measures and the development plan of the cattle and sheep slaughtering industry in the autonomous region.
