Chapter 2 Slaughter Management Article 4 This city implements designated slaughtering of pigs. Designated slaughterhouses (fields) should be set up according to reasonable layout, promote production, facilitate the masses, facilitate circulation, facilitate management, and comply with the requirements of health and epidemic prevention, animal epidemic prevention and environmental protection. (5) Special tools for storage, loading, and transportation of meat;

(6) There are meat inspection personnel suitable for the scale of slaughtering, laboratories and necessary quarantine and inspection equipment;

(8) Have cleaning, disinfection and sanitation systems and a veterinary health quarantine and inspection responsibility system;

(9) Other conditions stipulated by national laws and regulations. Article 7: The approved designated slaughterhouses (fields) established can only engage in business activities after the leading group organizes the joint acceptance of relevant departments and obtains designated slaughtering signs and relevant certificates and licenses.

Except for farmers who slaughter and feed themselves, no unit or individual is allowed to slaughter pigs outside designated slaughterhouses (fields). Article 8 Designated slaughterhouses (fields) shall receive pigs entering the factory for slaughter based on the quarantine certificate of origin issued by the agricultural department. Without such certificate, they shall not be accepted and slaughtered. Article 9: The designated slaughterhouses (fields) that slaughter pigs must comply with the operating procedures and technical requirements stipulated by the state. Article 10 Designated slaughterhouses (fields) that slaughter pigs must undergo quarantine and meat quality inspection in accordance with regulations.

The quarantine and supervision of pig slaughtering shall be carried out in accordance with the Animal Epidemic Prevention Law and the relevant regulations of the State Council.

Hygienic inspection and supervision of pig slaughtering shall be carried out in accordance with the provisions of the Food Hygiene Law.

The meat quality inspection of pig slaughtering shall be carried out in accordance with the provisions of the "Pig Slaughtering Management Regulations" of the State Council. Article 11 Pig slaughter and quarantine and meat quality inspection must be carried out simultaneously. Pig products that pass quarantine and inspection shall be stamped with a seal of approval in accordance with national regulations, and quarantine and inspection certificates shall be issued per head (piece); pig products that fail to pass quarantine and inspection shall be under the supervision of quarantine and inspection personnel. , the factory (site) shall conduct harmless treatment or destruction in accordance with national regulations.

Pig products that have not been quarantined or inspected or have failed to pass quarantine or inspection are not allowed to leave the factory.

Breding sows and late castrated pigs that do not meet the standards for commercial pigs will be stamped “processing” by the factory (farm) and sent to cooked food processing plants for processing. Breeding sows and late castrated pig products are not allowed to be sold fresh in the market. Article 12 Designated slaughterhouses (fields) shall not inject water or other substances into pigs or pig products. Chapter 3 Circulation Management Article 13 This city implements the policy of bringing live pigs into the city, circulating through multiple channels, keeping prices in line with the market, and liberalizing operations. However, under the same conditions, priority should be given to purchasing and slaughtering locally produced pigs. Article 14: For the sale of pig products, designated slaughtering plants (fields) shall implement corresponding supply in different regions. Operators shall not transport, sell and purchase pig products across regions. However, under special circumstances, with the approval of the leading group, pig products can be circulated across regions. Article 15: The wholesale of pig products in Zhongshan, Xigang and Shahekou areas shall be carried out at wholesale markets designated by the municipal government, except for the delivery by pork wholesale houses. Article 16 The distribution of pig products must use special vehicles and carry out hanging transportation. They must be washed and disinfected before loading to prevent contamination.

The public security and traffic management department should issue passes to vehicles delivering pigs and product distribution into the city, whether during peak times, festivals or periods of restricted vehicle access. Article 17 Before pig products enter the market, operators shall submit quarantine and inspection certificates to the market management department. For retail pig products, the quarantine and inspection certificate of the day should be clearly displayed at the counter or in front of the stall. The market management department shall verify the inspection materials to ensure that the certificates and materials are consistent.

Pig products without quarantine and inspection certificates shall not be sold in the market. Pig products that have been re-inspected on the market by the animal epidemic prevention supervision agency shall not be sold without meat quality inspection.
