Article 2 These Regulations shall apply to the source reduction, classified placement, collection, transportation, disposal, resource utilization, supervision and management of domestic waste within the administrative region of this city.

Domestic waste as mentioned in these regulations refers to solid waste generated in daily life or activities that provide services for daily life, as well as solid waste that is regarded as domestic waste according to laws and administrative regulations. Article 3 Domestic waste in this city is classified according to the following standards:

(1) Recyclables refer to domestic waste suitable for recovery and recycling, mainly including waste paper, plastics, and glass Types, metals, fabrics, etc.

(2) Hazardous waste refers to domestic waste that causes direct or potential harm to human health and the natural environment, mainly including rechargeable batteries, button batteries, lamps, discarded medicines, and pesticides ( Containers), mercury products, etc.

(3) Kitchen waste, also known as wet waste, refers to perishable domestic waste, mainly including vegetable leaves, melon and fruit peels, leftovers, and waste produced in households. Food, etc.; food residues, food processing waste and waste edible oils, etc. generated by catering operators and collective canteens of institutions, military units, schools, enterprises and institutions during food processing, catering services, unit meals and other activities; farmers' markets, agricultural products Vegetable and fruit garbage, carrion, discarded meat and bones, aquatic products, livestock and poultry offal, etc. generated in the wholesale market.

(4) Other garbage, also called dry garbage, refers to other domestic waste except recyclables, hazardous waste, and kitchen waste. Article 4 The management of domestic waste in this city follows the principles of party committee leadership, government leadership, public participation, social coordination, urban and rural coordination, and systematic promotion; establish and improve the entire classification system for the classification of domestic waste, collection, transportation, and disposal, and improve the reduction of domestic waste. The District People's Government and the Jiangbei New Area Management Agency are responsible for domestic waste management in the region, including it in the local national economic and social development plan, ensuring capital investment, and organizing and implementing the domestic waste management determined by the Municipal People's Government. The town people's government and sub-district offices are responsible for the daily work of domestic waste management within their jurisdiction, and guide the residents' committees and villagers' committees to organize and mobilize individuals and units within their jurisdiction to participate in the reduction and classification of domestic waste.

Resident committees and villagers committees assist in publicity and guidance on the classification management of domestic waste, and cooperate with the town people's government and sub-district offices in organizing, mobilizing, and supervising individuals and units within their jurisdiction to carry out classified distribution of domestic waste. Article 6 The urban management administrative department is the competent department for domestic waste management, responsible for the comprehensive coordination, overall planning, guidance, supervision, inspection and assessment of domestic waste management, and the supervision and management of the classified placement, collection, transportation and disposal of domestic waste.

The administrative department for development and reform is responsible for the work related to source reduction of domestic waste, and researches and formulates charging systems for domestic waste treatment.

The education administrative department should incorporate the knowledge of domestic waste classification into the education content of kindergartens, primary and secondary schools in this city, and organize activities such as education and practice on domestic waste classification.

The ecological environment administrative department is responsible for approving the environmental impact assessment documents of domestic waste transfer and centralized disposal facility construction projects, guiding and supervising the environmental pollution prevention and control work of domestic waste disposal units, and sorting out dangerous hazardous materials from domestic waste. Supervision and management of waste storage and disposal.

The administrative department of urban and rural development is responsible for the overall planning and coordination, completion acceptance, filing and handover of government-invested domestic waste transfer and centralized disposal facility construction projects.

The housing security and real estate administrative departments are responsible for urging property service companies to carry out domestic waste classification.

The commercial administrative department is responsible for supervising and guiding the recycling management of recyclables in domestic waste.

Administrative departments such as finance, planning and natural resources, transportation, culture and tourism, health, market supervision, and agency affairs management should coordinate and do a good job in domestic waste management in accordance with the division of responsibilities. Article 7: In accordance with the principle of garbage generators paying, establish a charging system for domestic waste treatment based on metered charging and classified pricing. Specific measures will be formulated separately by the municipal development and reform administrative department in conjunction with the municipal urban management administrative department and the financial department, and will be announced and implemented after approval by the Municipal People's Government.

Individuals and units that generate domestic waste should pay domestic waste disposal fees in accordance with regulations.
