(4) Tobacco production and sales parties headed by the Tobacco Monopoly Bureau will pay for the smoking area facilities in public places and the distribution of portable ashtrays (boxes) to prevent littering of cigarette butts.

(Another) The author’s personal opinion: Forced smoking cessation is not advisable. Human nature is like a rubber ball. The more it is pressed, the more it bounces back.
