Article 2 These Regulations shall apply to the comprehensive management of urban and rural environmental sanitation within the administrative area of Autonomous Prefecture. Article 3 The term "comprehensive management of urban and rural environmental sanitation" as mentioned in these Regulations refers to the activities of standardizing and managing environmental sanitation, appearance order, facility construction, public services and greening ecology in cities and villages. Article 4 The principles of unified government leadership, graded responsibility, territorial management, public participation and overall promotion shall be implemented in the comprehensive management of urban and rural environmental sanitation. Article 5 The state and county (city) people's governments shall strengthen the organization and leadership of the comprehensive management of urban and rural environmental sanitation, incorporate the comprehensive management of urban and rural environmental sanitation into the national economic and social development plan, work out the overall plan, determine the management objectives, formulate specific policies and measures, and establish a capital investment and guarantee mechanism.

Article 7 The administrative department in charge of comprehensive management of urban and rural environmental sanitation of the people's government of a state or county (city) shall strengthen the comprehensive management of environmental sanitation in scenic spots, nature reserves, historical and cultural towns, villages, tourist attractions, scenic spots, forest parks, construction control zones, style coordination zones or environment coordination zones. Eighth state and county (city) people's governments shall include the funds needed for the comprehensive management of urban and rural environmental sanitation in the fiscal budget at the same level.

Chapter II System of Area of Responsibility Article 14 The system of area of responsibility shall be implemented in the comprehensive management of urban and rural environmental sanitation. Fifteenth urban and rural environmental sanitation comprehensive management responsibility areas are divided and managed in accordance with the following provisions:

(1) the area where property management is implemented is the responsibility of the property service enterprise; In areas where property management is not implemented, the person in charge shall be designated by the ownership unit;

(2) scenic spots, nature reserves, tourist attractions, scenic spots, forest parks, railways, highways, airports, stations and their facilities shall be in the charge of business units or management units;

(3) Parks, shopping malls, hospitals, hotels, hotels, entertainment venues, cultural and sports venues, farmers' markets, shops and parking lots shall be in the charge of business units, management units or property owners;

(4) The areas within the organs (directly affiliated units), organizations, schools, enterprises and institutions and within the planning red line shall be the responsibility of the units to which they belong;

(5) The construction unit is responsible for the construction site, and the owner is responsible for the land to be built;

(6) the appearance and environmental sanitation of urban roads, bridges, squares, waters, green spaces and other urban public areas shall be the responsibility of the administrative department of urban environmental sanitation;

(7) The management unit is responsible for the public areas in independent industrial and mining areas and various parks;

(8) the area in front of the house and behind the house of the residents in the farming and pastoral villages shall be the responsibility of the householder or user;

(9) The management committee is responsible for the sites for religious activities;

(1) The villagers' committee shall be responsible for the roads, bridges, squares and public areas in the waters of agricultural and pastoral villages;

(11) areas such as forests, wetlands, grasslands, rivers, lakes and cultivated land are under the responsibility of management units or owners;

when determining the area of responsibility, if the owner, manager and user agree on management responsibilities, the agreed responsible person shall be responsible; If the scope and ownership are unclear or controversial, it shall be determined by the county (city) people's government or the administrative department in charge of comprehensive management of urban and rural environmental sanitation.
