chapter I general provisions article 1 in order to promote the construction of ecological civilization, comprehensively control urban and rural environmental sanitation within the administrative area of autonomous prefecture, and create a good livable environment and tourism environment in urban and rural areas, these regulations are formulated in accordance with the regulations of the State Council on the administration of urban appearance and environmental sanitation, the measures for the administration of urban appearance and environmental sanitation in Gansu province, the regulations on the administration of rural domestic garbage in Gansu province and other relevant laws and regulations, and in combination with the actual situation of this state. Article 2 These Regulations shall apply to the comprehensive management of urban and rural environmental sanitation within the administrative area of Autonomous Prefecture. Article 3 The term "comprehensive management of urban and rural environmental sanitation" as mentioned in these Regulations refers to the activities of standardizing and managing environmental sanitation, appearance order, facility construction, public services and greening ecology in cities and villages. Article 4 The principles of unified government leadership, graded responsibility, territorial management, public participation and overall promotion shall be implemented in the comprehensive management of urban and rural environmental sanitation. Article 5 The state and county (city) people's governments shall strengthen the organization and leadership of the comprehensive management of urban and rural environmental sanitation, incorporate the comprehensive management of urban and rural environmental sanitation into the national economic and social development plan, work out the overall plan, determine the management objectives, formulate specific policies and measures, and establish a capital investment and guarantee mechanism.

the state housing and urban-rural construction administrative department is in charge of the comprehensive management of urban and rural environmental sanitation in Quanzhou.

the county (city) people's government shall determine the administrative department in charge of comprehensive management of urban and rural environmental sanitation, and be responsible for the comprehensive management of urban and rural environmental sanitation within its administrative area.

state, county (city) aiweihui shall, in accordance with its functions, carry out comprehensive management of urban and rural environmental sanitation, coordinate the prevention and control of major social diseases, carry out pest control and disease prevention work, and create health counties and towns in China, health cities (counties) in the whole province and other units.

administrative departments of state and county (city) development and reform, public security, civil affairs, education, religion, finance, natural resources, ecological environment, transportation, water supply, agriculture and rural areas, animal husbandry and veterinary medicine, forestry and grassland, commerce, health, culture, radio and television, tourism, industry and informatization, market supervision, comprehensive law enforcement and other units shall, in accordance with their duties. Article 6 The county (city) people's government is the main body responsible for the comprehensive management of urban and rural environmental sanitation, and it shall clarify the working institutions of the township (town) people's government and sub-district offices for the comprehensive management of urban and rural environmental sanitation, and establish a functional management team.

township (town) people's governments and sub-district offices are responsible for guiding and urging village (neighborhood) committees, communities and relevant units to carry out comprehensive environmental sanitation management.

village (neighborhood) committees and communities are responsible for organizing village (neighborhood) residents to carry out comprehensive environmental sanitation management. Article 7 The administrative department in charge of comprehensive management of urban and rural environmental sanitation of the people's government of a state or county (city) shall strengthen the comprehensive management of environmental sanitation in scenic spots, nature reserves, historical and cultural towns, villages, tourist attractions, scenic spots, forest parks, construction control zones, style coordination zones or environment coordination zones. Eighth state and county (city) people's governments shall include the funds needed for the comprehensive management of urban and rural environmental sanitation in the fiscal budget at the same level.

the construction of urban and rural environmental sanitation infrastructure is mainly invested by the government, and social capital is encouraged to participate in the construction and operation. Ninth state, county (city) and township (town) people's governments shall strengthen the publicity and education of comprehensive management of urban and rural environmental sanitation, and encourage and guide citizens to participate in comprehensive management of urban and rural environmental sanitation.

Village (neighborhood) committees should use broadcast rooms, cultural activity rooms, moral lecture halls, blackboard newspapers, publicity columns and other carriers to publicize environmental protection, hygiene and cleaning, garbage sorting knowledge, civilized habits, advanced models and so on in a form that they like to hear and hear.

radio, television, newspapers, internet and other media should strengthen public welfare propaganda and public opinion guidance for comprehensive management of urban and rural environmental sanitation.

primary and secondary schools and kindergartens should organize educational and practical activities for comprehensive management of urban and rural environmental sanitation according to the characteristics of minors. Tenth citizens, legal persons and other organizations have the right to discourage, complain and report acts that damage or destroy the appearance of urban and rural areas and environmental sanitation. Eleventh state and county (city) people's governments should gradually improve the wages of urban and rural sanitation and cleaning personnel and improve their working and living conditions. Any unit or individual shall respect the work of sanitation personnel and shall not hinder or obstruct the operation of sanitation personnel. Twelfth to encourage the application of advanced technology of comprehensive management of urban and rural environmental sanitation, improve the level of comprehensive management of urban and rural environmental sanitation. Thirteenth state, county (city) and township (town) people's governments shall commend and reward the units and individuals that have made remarkable achievements in the comprehensive management of urban and rural environmental sanitation. Chapter II System of Area of Responsibility Article 14 The system of area of responsibility shall be implemented in the comprehensive management of urban and rural environmental sanitation. Fifteenth urban and rural environmental sanitation comprehensive management responsibility areas are divided and managed in accordance with the following provisions:

(1) the area where property management is implemented is the responsibility of the property service enterprise; In areas where property management is not implemented, the person in charge shall be designated by the ownership unit;

(2) scenic spots, nature reserves, tourist attractions, scenic spots, forest parks, railways, highways, airports, stations and their facilities shall be in the charge of business units or management units;

(3) Parks, shopping malls, hospitals, hotels, hotels, entertainment venues, cultural and sports venues, farmers' markets, shops and parking lots shall be in the charge of business units, management units or property owners;

(4) The areas within the organs (directly affiliated units), organizations, schools, enterprises and institutions and within the planning red line shall be the responsibility of the units to which they belong;

(5) The construction unit is responsible for the construction site, and the owner is responsible for the land to be built;

(6) the appearance and environmental sanitation of urban roads, bridges, squares, waters, green spaces and other urban public areas shall be the responsibility of the administrative department of urban environmental sanitation;

(7) The management unit is responsible for the public areas in independent industrial and mining areas and various parks;

(8) the area in front of the house and behind the house of the residents in the farming and pastoral villages shall be the responsibility of the householder or user;

(9) The management committee is responsible for the sites for religious activities;

(1) The villagers' committee shall be responsible for the roads, bridges, squares and public areas in the waters of agricultural and pastoral villages;

(11) areas such as forests, wetlands, grasslands, rivers, lakes and cultivated land are under the responsibility of management units or owners;

when determining the area of responsibility, if the owner, manager and user agree on management responsibilities, the agreed responsible person shall be responsible; If the scope and ownership are unclear or controversial, it shall be determined by the county (city) people's government or the administrative department in charge of comprehensive management of urban and rural environmental sanitation.
