Why can't the file be opened?

Files cannot be opened without permission to ensure the authenticity, integrity and confidentiality of the files. Archives record personal achievements, rewards and punishments, league organization, etc. They are confidential documents and can only be opened by units with personnel management rights. Other units and individuals are not allowed to open it.
