What does the newly revised Red Cross Law include in the responsibility of "three rescues"?

Compared with the old "obligation", the newly revised Red Cross Law has improved and expanded the obligation of "three rescues" and formally written "three contributions" into the legal obligation.

The perfection and expansion of the responsibility of "three rescues" are as follows:

First, expand the "disaster relief" work to "carry out emergency rescue and disaster relief related work and establish the Red Cross emergency rescue system".

Second, there are many situations that require "providing emergency rescue and humanitarian assistance", that is, "providing emergency rescue and humanitarian assistance to the injured and other victims in emergencies such as war, armed conflict and natural disasters, accidents and public health incidents".

Third, the responsibility of "health care" is further revised to "carry out first-aid nursing training, popularize first-aid nursing, disaster prevention and avoidance and health knowledge, and organize volunteers to participate in on-site rescue" to further clarify and improve the responsibility of "rescue".

The State Council's Opinions on Promoting the Development of the Red Cross explicitly requires the Red Cross to "strengthen blood donation, hematopoietic stem cell donation, and donation of remains and human organs". According to the requirements of the the State Council document, Red Cross Societies at all levels have earnestly carried out the work of "Three Contributions" and achieved positive results. It is an important breakthrough in the revision of the Red Cross Law to formally write the "three donations" work widely carried out by the Red Cross into legal responsibilities and clarify that the Red Cross "participates in promoting blood donation, donation of remains and human organs, and donation of hematopoietic stem cells".

The newly revised Red Cross Law clearly points out in the "General Provisions" that "the state encourages natural persons, legal persons and other organizations to participate in the voluntary service of the Red Cross. The state supports the work of the Red Cross youth in schools. " And "organizing Red Cross volunteer service and Red Cross youth work" is clearly defined as a statutory duty, which will certainly inspire the broad masses of people and volunteers to actively participate in Red Cross volunteer service and promote the extensive development of Red Cross youth activities.

It is an all-encompassing legal duty to "assist the people's government to carry out other humanitarian service activities related to its duties". This duty of "assistance" not only provides a legal basis for the Red Cross to undertake more humanitarian service activities in the future, but also shows the special relationship between the Red Cross and the government, which is different from ordinary social organizations or charitable organizations, and embodies the political orientation of "China Red Cross is an assistant of the party and the government in the field of humanitarian work and a bridge to connect with the masses".

Perfect legal responsibility further expands the core business scope of the Red Cross Society and embodies the special empowerment of the Red Cross Society by the state.
