The mechanized shipment in Fuling District, Shapingba District, Beibei District and Yongchuan City has reached more than 5%. Third, take ten major work measures
(1) Strengthen the construction of the supervision system to ensure that the work is implemented at all levels. We have further strengthened the supervision system construction of non-coal mines from four aspects: institutional personnel, division of responsibilities, supervision mechanism and working methods. Third, through the general survey and cleaning, the 3,663 non-coal mines in our city were classified and filed: there were 574 cave mining mines (mines), and the minerals with a large proportion of cave mining mines were: 299 manganese mines, 67 barium mines, 17 strontium mines, 64 limestone mines, 4 gypsum mines and 23 fluorite mines. There are 389 open-pit mines. There are 1618 limestone mines, 18 shale mines, 223 sandstone mines, 52 quartz sand mines, 41 coal gangue mines and 33 clay mines.

(4) Develop the thinking of issuing certificates and study and formulate policies and measures. First, carefully analyze the research status quo and clarify the focus of work objectives. In view of the problems of small, numerous and scattered enterprises in non-coal mines in our city, the development speed is too fast, and the overall number is too large, we have jumped out of the thinking constraint of "issuing certificates for the sake of issuing certificates", put forward a brand-new idea of "controlling the number of issuing certificates, ensuring the quality of issuing certificates, and consolidating the rectification results", and drafted the Notice of the General Office of Chongqing Municipal People's Government on deepening the special rectification work of non-coal mines. On May 2, the city's non-coal mine license work conference comprehensively publicized, mobilized and deployed the non-coal mine safety production license issuance work, marking the official start of the city's license issuance work. Then, regional work meetings were held in Qijiang, Fuling, Yongchuan, Qianjiang, Wanzhou, Zhongxian and Banan counties to discuss and solve new situations and problems such as safety evaluation resistance, mining design difficulties and certification control objectives. The fourth is to carry out expert review. Organized experts to complete the expert review of 22 safety evaluation and mining design reports of non-coal mines; Organize experts to inspect some mines on the spot. Give full play to the technical support role of experts. The fifth is to strengthen the management of intermediary teams. The filing system of intermediary business work has been established, which ensures that the intermediary agencies serve the enterprises and check the administration, and ensures that the special rectification work of the intermediary agencies and non-coal mines is highly unified and coordinated with the licensing objectives. At the same time, the "looking back" work was also carried out, which corrected the problems of sloppy work, only focusing on efficiency, not focusing on quality, and being out of touch with administrative work. The sixth is to effectively carry out intermediary services. The safety evaluation of 2,189 mines was completed, and 12,756 photos reflecting the safety production conditions at the mine site were taken, which provided standards and basis for the law enforcement inspection of the safety supervision department, the self-inspection of enterprise safety and the re-inspection of intermediary institutions. Completed the mining design of 2244 non-coal mine enterprises, standardized the mining methods of mining enterprises, and filled the blank of no mining design in the history of non-coal mines in our city.
(7) strictly implement the "three simultaneities" and strictly control the source of new mines. In order to ensure that new mines have a high starting point, scale and grade, we have strengthened our working contact with the Municipal Bureau of Land and Resources, and reached the understanding of * * * after many consultations. Through our unremitting efforts, we have succeeded in a number of typical cases of closing small and expanding and integrating resources. For example, in Huangjueya Town, Nan 'an District, there were 256 small quarries, which had neither mining design nor safety supervision, and more than 1 people died in one month. Nan 'an District Government introduced Chongqing Jucheng Company with abundant funds and standardized management, and invested nearly 2 million yuan to re-plan and design the original quarrying area of Huangjiaoya Town and carry out remediation mining. Another example is the original 8 enterprises in Zhongliang Town, Shapingba District, with 99 quarrying points under it. These affiliated quarries can be mined without authorization only by paying a certain management fee to the enterprise.
