Measures of Hangzhou Municipality on the Administration of Chinese Characters in Society

Article 1 In order to strengthen the management of Chinese characters in society, promote the standardization of Chinese characters in society, and make Chinese characters and hanyu pinyin better serve the socialist modernization and opening up, these measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of our city. Article 2 All units (including foreign-invested enterprises, the same below) and individuals within the administrative area of this Municipality (including counties and cities under the jurisdiction of this Municipality) shall abide by these Measures. Article 3 The term "Chinese characters for social use" as mentioned in these Measures refers to Chinese characters and Chinese Pinyin used by the public, and its scope mainly includes:

(a) regulations, decrees, official documents, official seals, certificates, awards, notices, business cards, slogans, signs (plaques), billboards, windows and other words;

(2) Characters used in newspapers, periodicals, books, teaching materials, maps and other publications;

(3) The words such as commodity name, commodity package, commodity description, trademark mark and advertisement;

(four) the names of enterprises, institutions, social organizations and other units;

(5) Movies, television (drama) screens, audio-visual products and performers;

(6) Teaching characters and campus names of various schools and kindergartens;

(seven) the name of the physical geographical entity, the name of the administrative division, the name of the residential building, and the names of the stations, stations, ports and venues with geographical names;

(8) Characters used for information processing such as computers and typewriters;

(nine) other public figures and schematic social figures. Fourth Municipal Language Working Committee is responsible for coordinating, supervising and inspecting the implementation of Chinese characters in the city. County (city) Language Working Committee is responsible for the coordination, supervision and inspection of Chinese characters in society within its jurisdiction.

Education, commerce, industry and commerce, city appearance, technical supervision, culture, press and publication, radio and television, transportation, tourism and other relevant departments shall, within the scope of their respective functions and duties, be specifically responsible for the supervision and management of Chinese characters used in society, and impose penalties on violations of Chinese characters in accordance with the provisions of these Measures. Article 5 The following standards must be implemented in the use of Chinese characters in society:

(1) Simplified Chinese characters shall be subject to 1986 "Summary of Simplified Chinese Characters" reissued with the approval of the State Council;

(2) The printing characters shall be based on the List of Modern Chinese Common Characters jointly issued by the State Language Commission and the Press and Publication Administration 1988;

(3) The selection of variant characters shall be based on the first batch of variant characters jointly issued by the Ministry of Culture and the China Language and Character Reform Commission, numbered1955;

(4) Chinese Pinyin is written in Chinese characters, and the letters are written in accordance with the Chinese Pinyin Scheme1958 adopted and promulgated by the Fifth Session of the First National People's Congress; Spelling and word segmentation shall be subject to the Basic Rules of Chinese Pinyin and Morphology jointly issued by the State Education Commission and the State Language Commission 1983.

(5) The use of Chinese characters in the names of measurement units shall be subject to the Notice on the Unified Use of Chinese Characters in the Names of Some Measurement Units jointly issued by China Language Reform Commission and National Bureau of Standards and Metrology 1977. Article 6 Chinese characters used in society shall meet the following requirements:

(1) Chinese characters are standardized, neat and easy to identify;

(2) Line style, horizontal writing from left to right, vertical writing from right to left;

(3) Chinese Pinyin is written accurately and used with Chinese characters;

(4) Foreign languages must be used with Chinese characters, with Chinese characters at the top and foreign languages at the bottom. Article 7 Unless otherwise stipulated by the state, the following nonstandard characters are prohibited from being used in Chinese characters used in society:

(1) Simplify traditional Chinese characters;

(2) Variant characters and old characters that have been eliminated;

(3) the words in the abolished Second Chinese Character Simplification Scheme (Draft);

(4) misspelled words and self-made words;

(five) the old translation of the name of the unit of measurement has changed. Article 8 Under any of the following circumstances, traditional Chinese characters and variant Chinese characters are allowed to be used or retained:

(1) Edited and published ancient books and periodicals;

(two) cultural relics, monuments and revolutionary martyrs ink;

(3) Calligraphy works of art (excluding signboards);

(4) variations in surnames;

(5) Plaques, couplets and trademarks of influential time-honored enterprises registered before the implementation of these Measures;

(six) the traditional Chinese characters and other social characters that are allowed or reserved by the state. Ninth newspapers, books, audio-visual products and other publications, promotional materials and export commodities and other social characters distributed abroad, should use simplified characters; If it is really necessary to use the traditional Chinese version, it shall be reported to the relevant administrative departments for examination and approval in accordance with the relevant provisions of the state. Article 10 The supervision and administration department of Chinese characters in society shall be responsible for the administration of Chinese characters in society according to the following division of responsibilities:

(a) newspapers, periodicals, books, audio-visual products and other publications, printing industry and film and television society, by the press and publication, radio and television administrative departments in accordance with the division of labor;

(two) slogans, plaques, billboards, windows and other social characters, by the city management department is responsible for;

(three) the enterprise name, all kinds of advertisements, trademarks, packaging, manuals and other social words, by the industrial and commercial administration and technical supervision departments in accordance with the division of labor;

(four) the names of Chinese characters in society shall be the responsibility of the place name management department;

(five) education, commerce, culture, transportation, tourism and other departments are responsible for the management of Chinese characters in this system.
