Health food operators shall sell health food within the scope of the business and sales license that allows the sale of health food.

The "Measures for the Administration of Food Business Licenses" stipulates that those engaged in food sales and catering service activities within the territory of the People's Republic of China must obtain a food business license in accordance with the law. Local food and drug supervision and administration departments at or above the county level are responsible for the management of food business licenses within their respective administrative regions.

Applications for food business licenses shall be submitted according to the classification of food business entities and business projects. Food business projects are divided into prepackaged food sales, bulk food sales, special food sales (health food, formula foods for special medical purposes, infant formula milk powder, other infant formula foods), etc.
