Article 3 The safety management of fireworks and firecrackers in this Municipality adheres to the principles of education and guidance, strict control and comprehensive management. Article 4 The people's governments of cities and counties (cities, districts) shall establish a joint meeting system of fireworks and firecrackers safety management, which is attended by public security, production safety supervision and management, environmental protection, comprehensive law enforcement, construction, housing management, transportation, industry and commerce, education, civil affairs and other departments to comprehensively coordinate the fireworks and firecrackers safety management.

The public security department is responsible for the safety management of fireworks transportation, discharge, destruction and disposal; The supervision and administration department of production safety is responsible for the supervision and administration of production safety of fireworks and firecrackers. Other relevant departments shall do a good job in the safety management of fireworks and firecrackers in accordance with the division of responsibilities.

Information on illegal production, operation, storage, transportation and setting off fireworks and firecrackers will be included in the public credit information sharing platform of this Municipality. Article 9 This Municipality implements a licensing system for the production, operation and transportation of fireworks and firecrackers in accordance with state regulations. Without permission, no unit or individual may produce, operate or transport fireworks and firecrackers.

No unit or individual may operate fireworks and firecrackers in areas where fireworks and firecrackers are prohibited. Tenth enterprises engaged in the wholesale of fireworks and firecrackers and operators engaged in the retail of fireworks and firecrackers shall obtain corresponding business licenses according to law and operate within the business scope, validity period and business premises specified in the business license. Eleventh fireworks business units should follow the principle of reasonable layout, total control and gradual reduction. Twelfth fireworks retail outlets should be set up in accordance with the relevant provisions of the state and the city, the implementation of specialized store sales, and take necessary safety protection measures.

(eight) shopping malls, bazaars, public cultural facilities, places for religious activities and other crowded places;

(nine) other areas and places designated and announced by the people's governments of cities and counties (cities, districts).

Warning signs shall be set up in places where fireworks and firecrackers are prohibited, and safety tips and precautions shall be made.
