Provisions of Liaoning Province on the Administration of Barrier-free Environment Construction

Article 1 In order to strengthen the construction and management of barrier-free environment, and ensure the disabled and other social members with special needs to participate in social life on an equal footing, these Provisions are formulated in accordance with the Regulations of the State Council on Barrier-free Environment Construction and the actual situation of our province. Article 2 The term "barrier-free environment construction" as mentioned in these Provisions refers to the construction activities carried out to facilitate disabled people and other social members to independently and safely access roads, relevant buildings, take public transport, exchange information and obtain community services. Article 3 These Provisions shall apply to the construction and management of barrier-free environment and other related activities within the administrative area of our province. Article 4 The people's governments of provinces, cities and counties (including county-level cities and districts, the same below) are responsible for the unified leadership of barrier-free environment construction, establish a coordination mechanism for barrier-free environment construction, make overall plans to solve major problems in barrier-free environment construction and management, organize the preparation and implementation of barrier-free environment construction plans, and ensure that barrier-free environment construction can meet the basic needs of society and adapt to the level of economic development. Fifth provincial, municipal and county people's governments housing and urban and rural construction administrative departments responsible for the supervision and management of barrier-free facilities construction activities.

Provincial, municipal and county people's governments undertake institutions for the disabled (hereinafter referred to as institutions for the disabled) to be specifically responsible for the coordination and service of barrier-free environment construction.

Development and reform, finance, industrial informatization, transportation, communication management, education, health and family planning, press and publication, radio and television, public security, civil affairs, tourism and other relevant administrative departments shall do a good job in the construction and management of barrier-free environment within their respective functions and duties. Sixth Township People's governments and sub-district offices shall assist relevant departments to do a good job in the construction of community barrier-free environment.

Residents' committees and villagers' committees shall cooperate with township people's governments and sub-district offices to do a good job in the construction and service of community barrier-free environment. Article 7 People's governments at all levels shall organize publicity on barrier-free environment construction through radio, television, newspapers, internet and other media organizations, so as to raise the awareness of barrier-free environment construction and protection of members of the whole society.

Institutions for the disabled and other relevant departments shall organize all kinds of disabled people and the elderly to carry out barrier-free facilities experience activities. Article 8 Work institutions for the disabled and relevant social organizations shall reflect the barrier-free needs of the disabled, the elderly and other social members to the relevant government departments, put forward opinions and suggestions on strengthening and improving the barrier-free environment construction, participate in the formulation and implementation of the barrier-free environment construction plan, and conduct publicity and social supervision on the barrier-free environment construction. Article 9 Institutions for the disabled shall organize the establishment of a team of social supervisors, including deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference and representatives of the disabled, the elderly and the media, to supervise the construction of barrier-free environment and the use of facilities.

Social supervisors have the right to put forward questions, opinions and suggestions to units and relevant departments whose barrier-free environment construction is not up to standard or whose facilities are occupied or damaged, and relevant departments and units shall give a timely reply.

Relevant departments shall establish barrier-free environment construction and use complaint reporting mechanism. The department that receives the complaint report shall handle it in time and inform the result. Tenth barrier-free environment construction should be included in the scope of evaluation of civilized cities and civilized villages and towns. Eleventh barrier-free facilities should be designed, constructed and put into use at the same time as the main project.

Barrier-free facilities, barrier-free facilities and other facilities shall be interconnected, and the connection responsibility shall be borne by the construction unit of the post-construction facility. Twelfth design units in the design and construction projects, should be in accordance with the requirements of these provisions and the barrier-free engineering construction standards to design barrier-free facilities.

The construction unit shall carry out the construction of barrier-free facilities in accordance with the construction drawing design documents and engineering construction standards that have passed the examination, and be responsible for the construction quality.

The engineering supervision unit shall supervise the construction quality in accordance with the barrier-free facilities construction standards and the construction drawings and design documents that have passed the examination and assume the supervision responsibility. Thirteenth for the design of barrier-free facilities that do not meet the standards, the construction drawing design document review agency will not pass the review; Failing to build barrier-free facilities in accordance with the requirements of construction drawing design documents, the relevant departments will not accept the completion acceptance for the record. Fourteenth new construction, renovation and expansion of public facilities, the construction unit shall carry out the construction of barrier-free facilities in accordance with the following provisions:

(a) urban roads, commercial areas, banking service places, public transport stations, airports, overpasses, underground passages, subway stations, railway stations, long-distance passenger stations, parks, communities, hospitals, window service units of state organs, and road entrances and exits of residential areas shall be provided with ramps;

(2) Urban trunk roads, large commercial blocks, banking service places, public transport stations, parks, hospitals, communities, overpasses, underground passages and window service units of administrative organs shall build blind roads and be able to guide the blind to public places;

(three) ticket offices, service desks, public telephones, drinking fountains and other public places where conditions permit, low-level service facilities should be set up, and warning signs, signals or prompt devices should be set up at glass doors (walls), stairs, elevators and passages;

(four) the crosswalks of major urban road intersections, major commercial areas and large residential areas should be equipped with audio devices to indicate that they can pass;

(five) large shopping malls, parks, tourist attractions, hospitals, communities, window service units of state organs, outdoor public toilets should be equipped with barrier-free toilets, and set up toilets for the disabled and ramps for entrances and exits;

(six) airports, railway stations, bus stations, passenger terminals, ports and other transportation hubs and tourist attractions, should set up barrier-free channels.
