At the beginning of 1939, Zeng, Zhou Kuangren, Li Guo, Kong Qingyu, Zhang Ziguang from the "Anti-Union First Team" went to Jinni Township, not far from Heyuan City to carry out activities. Jinni Township is located at the junction of Heyuan, Zijin and Boluo counties, with more than 400 households and more than 3,000 people, with a concentrated population and a certain mass base. The "First Anti-Japanese Team" carried out anti-Japanese propaganda activities in the form of speeches, plays, writing slogans, drawing cartoons and posting wall newspapers. Huang, Chen Ying, Huang, Huang and Huang were successively absorbed to form the "Anti-Japanese Pioneer Jinni Township Team", and leaders such as Huang Weichu, Ping Huang and Liu Huawei were elected.
