What does the reform of six powers mean?

On the morning of September 1, the Guangdong Hotel Center in Ningxia, Ningxia "Six Rights" Reform Promotion Meeting was held online and offline in full swing.

The "six rights" reform of water rights, land rights, emission rights, forest rights, energy rights and carbon emission rights is an important reform task for the Party Committee and government of Ningxia Hui Autonomous Region to promote the market-oriented allocation of the six major resources of water, soil, pollution, forest, energy and carbon, and accelerate the construction of the pioneering area of ecological protection and high-quality development in the Yellow River Basin.

In April, 20021year, the Party Committee and government of Ningxia Hui Autonomous Region initiated the "four rights" reform of water rights, land rights, emission rights and forest rights, and made comprehensive arrangements for deepening the "six rights" reform at the thirteenth Party Congress this year. Over the past year or so, the Deep Reform Committee of the Party Committee of Ningxia Hui Autonomous Region has taken the reform of "six powers" as a strategic task to speed up the construction of the pioneering area and promote the construction of a beautiful new Ningxia, organized the Party Committee Reform Office, government responsible departments and cities and counties to constantly emancipate their minds, boldly explore and innovate, and made breakthrough progress in the reform of "four powers" and achieved phased results.
