The Regulations stipulate the discharge requirements and disposal methods of various pollutants from ships, and require ships to take effective measures to prevent and reduce pollutant discharge, and establish and improve relevant monitoring and testing systems. For acts that cause or may cause water pollution in violation of the Regulations, the Regulations set corresponding punishment measures, including ordering correction and fines.

The Shanghai Maritime Safety Administration said that the Regulations provided a legal basis and institutional guarantee for Shanghai to strengthen the prevention and control of ship pollution. Constructing a long-term mechanism of ship pollution prevention and control that conforms to Shanghai's reality and reflects Shanghai's characteristics will help improve the comprehensive management capacity of Shanghai's waters and port areas, implement the concept of green and low-carbon development, effectively protect the ecological environment of the Yangtze River, and provide assistance for the construction of Shanghai International Shipping Center and the integrated high-quality development of the Yangtze River Delta.

It is noteworthy that the Regulations focus on the protection of "one river and one river" in Shanghai, and explicitly prohibit ships from discharging domestic sewage and oily sewage into Huangpu River and Suzhou River. The two local laws and regulations are generally consistent in the legislative framework structure and key system provisions. This will help to promote the integration of ship pollution prevention and control in the Yangtze River Delta.
