Provisions on the Administration of Civil Aviation Standardization (20 16)

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Civil Aviation Law of People's Republic of China (PRC), the Standardization Law of People's Republic of China (PRC) and the Regulations for the Implementation of the Standardization Law of People's Republic of China (PRC) for the purpose of standardizing civil aviation standardization activities, strengthening the management of civil aviation standardization work, promoting the technical progress of the industry, ensuring aviation safety and promoting the development of civil aviation. Article 2 These Provisions shall apply to civil aviation standardization activities in People's Republic of China (PRC). Article 3 The tasks of civil aviation standardization are to formulate standards, organize their implementation and supervise their implementation. Article 4 Civil aviation standardization shall follow the principles of unified management, division of responsibilities and joint promotion. Article 5 The standardization of civil aviation shall be incorporated into the development plan and annual plan of civil aviation. Article 6 Civil aviation standards are divided into national standards, industry standards and enterprise standards. National standards and industry standards are divided into mandatory standards and recommended standards according to the nature of standards. Article 7 The formulation of civil aviation standards shall follow the following principles:

(1) It is conducive to ensuring flight safety, air defense safety, production safety, human health, personal property safety and environmental sanitation, and protecting national interests and the legitimate rights and interests of consumers;

(2) It is conducive to rational utilization of national resources, popularization of scientific and technological achievements, improvement of economic benefits, and meeting the needs of civil aviation production, operation, supervision and management;

(3) Conducive to foreign economic and technological cooperation and international exchanges;

(four) in accordance with the provisions of laws, regulations and rules;

(5) Coordination among relevant standards. Article 8 The General Administration of Civil Aviation of China (hereinafter referred to as CAAC) encourages the active adoption of international standards and advanced foreign standards, and actively participates in the formulation of international standards. Chapter II Organizational Structure and Duties Article 9 The Civil Aviation Administration shall exercise unified management over the standardization of civil aviation according to law. Article 10 The standardization administration department of CAAC shall be responsible for the overall organization and management of civil aviation standardization, and perform the following duties:

(a) to implement the laws, regulations and rules of the national standardization work, and to draft and formulate normative documents on civil aviation standardization work;

(two) to organize the formulation and implementation of the annual work plan and medium-and long-term planning of civil aviation standardization;

(3) Organizing the drafting of national standards; Organizing the drafting, examination and review of industry standards;

(4) Organizing the collection of information on the implementation of standards within the scope of the civil aviation industry, and conducting the evaluation on the applicability of standards;

(five) the management of civil aviation standardization information work;

(six) to guide the standardization work of various functional departments and civil aviation units of the General Administration of Civil Aviation;

(seven) on behalf of the civil aviation industry, organize and participate in the corresponding international and domestic standardization activities;

(eight) to perform other standardization duties entrusted by the Civil Aviation Administration. Article 11 The functional departments of the Civil Aviation Administration shall manage the standardization work within their business scope and perform the following duties:

(a) to organize the formulation of standardization work plans and medium-and long-term plans within the business scope of the department;

(two) to organize the drafting of national standards within the business scope of the department, and to organize the drafting and review of industry standards within the business scope of the department;

(three) to organize the implementation of standards related to the business of the department, and to supervise and inspect the implementation of standards;

(four) to organize and promote the standardization demonstration work within the business scope of the department;

(five) responsible for the information collection and tracking of international standards and advanced foreign standards within the business scope of this department;

(six) to perform other standardization duties assigned by the Civil Aviation Administration. Article 12 The centralized unit of civil aviation standardization technology shall perform the following duties:

(a) to carry out research on the basic theory and policy of civil aviation standardization and put forward standardization suggestions;

(two) to accept and review the application for the establishment of industry standard projects, and put forward the annual proposal for the establishment of projects;

(three) review the draft national standards and industry standards, and participate in the review of national standards and industry standards;

(four) responsible for the publication and distribution of industry standards;

(5) Drafting special basic standards;

(six) responsible for standard information management, technical consultation and personnel training;

(seven) to assist the standardization administration department and functional departments of the Civil Aviation Administration of China in organizing the implementation of relevant standards;

(eight) to organize and participate in the activities of standardization technical committees of related professions in this industry, carry out technical exchanges, and track the development trends of standardization at home and abroad;

(nine) to perform other standardization duties entrusted by the Civil Aviation Administration. Thirteenth civil aviation enterprises should implement the provisions of the state and the Civil Aviation Administration on standardization and carry out standardization work. Chapter III Formulation of Standards Article 14 The formulation and revision of national standards shall be carried out in accordance with national laws, administrative regulations and the relevant provisions of the standardization administrative department of the State Council. Article 15 The scope of industry standards includes:

General standards and basic standards for civil aviation;

(2) Public air transport and general aviation standards;

(3) Standards for investigation and prevention of flight safety, flight technology, flight support, civil aircraft accidents and accident symptoms;

(4) Aircraft maintenance engineering standards;

(5) Air traffic management and equipment standards;

(6) Standards for the management and equipment of civil airports;

(7) Standards for special products for civil aviation;

(8) Safety standards;

(nine) health, environmental monitoring, aviation medicine and labor protection standards;

(10) Other standards.
