Measures for the Implementation of the Regulations on Forest Fire Prevention in Shandong Province (20 13)

Article 1 These Measures are formulated in accordance with the Regulations of the State Council on Forest Fire Prevention and combined with the actual situation of this province. Article 2 These Measures shall apply to the prevention and fighting of forest fires outside cities within the administrative area of this province. Fourth forest fire prevention work to implement the chief executive responsibility system of the people's governments at all levels.

People's governments at all levels should strengthen their leadership over forest fire prevention, incorporate forest fire prevention into the national economic and social development plan, organize and coordinate major issues of forest fire prevention, incorporate forest fire prevention funds into the fiscal budget at the corresponding level, strengthen the construction of forest fire prevention infrastructure, command system and team capacity, and do a good job in forest fire prevention publicity and education and prevention and fighting. Article 5 The people's governments of provinces, districts, cities and counties (cities, districts) shall set up a forest fire prevention headquarters composed of relevant departments, public security fire fighting forces and armed police forces, with the chief executive or person in charge as the commander.

Township (town) people's governments and sub-district offices with forest fire prevention tasks shall set up forest fire prevention leading groups to formulate and implement forest fire prevention measures. Article 6 The competent forestry authorities of the people's governments at or above the county level shall be responsible for the supervision and management of forest fire prevention within their respective administrative areas and undertake the daily work of the forest fire prevention headquarters of the people's governments at the corresponding levels.

The departments of public security, finance, transportation, water conservancy, civil affairs, communications and meteorology of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in forest fire prevention.

Township (town) people's governments, neighborhood offices and village (neighborhood) committees shall, in accordance with the provisions of forest fire prevention duties, do a good job in forest fire prevention. Article 7 The provincial people's government shall strengthen aviation forest protection work, establish aviation forest protection cooperation mechanism, and improve aviation forest protection infrastructure construction and funding guarantee measures.

The Municipal People's Government with districts shall, according to the actual situation of forest fire prevention, build a temporary apron and water intake point for aviation forest protection aircraft, and do a good job in supporting aviation forest protection. Article 8 The competent forestry authorities of the people's governments at or above the county level shall, according to the division of forest fire risk zoning and the needs of work, formulate forest fire prevention plans within their respective administrative areas and report them to the people's governments at the corresponding levels for approval before implementation.

If a tourist area is planned to be established in a forest fire prevention area, its forest fire prevention facilities shall be planned, designed, constructed and accepted synchronously with the construction project. Article 9 The competent forestry department of the people's government at or above the county level shall prepare an emergency plan for forest fires, report it to the people's government at the same level for approval, and report it to the competent forestry department of the people's government at the next higher level for the record. Township (town) people's governments and sub-district offices shall formulate emergency measures for forest fires according to the emergency plan for forest fires. Village (neighborhood) committees shall, in accordance with the provisions of the forest fire emergency plan and forest fire emergency treatment measures, assist in the emergency treatment of forest fires. Article 10 The people's governments of key counties (cities, districts), township (town) people's governments, subdistrict offices and state-owned forest management units shall, in accordance with the following provisions, organize the establishment of professional forest fire-fighting teams, equip them with transportation, communication tools and fire-fighting equipment according to the prescribed standards, purchase personal accident insurance, concentrate on accommodation during the forest fire prevention period, and conduct regular professional training and actual combat drills:

(a) forest fire prevention key township (town) people's government and street offices of not less than 25 people;

(two) key counties (cities, districts) of forest fire prevention should be no less than 50 people;

(3) There are not less than 50 state-owned forest management units with an area of 1 10,000 mu, but less than 50,000 mu;

(4) There shall be no less than 100 state-owned forest management units with an area of over 50,000 mu.

People's governments at all levels shall guide forest management units, village (neighborhood) committees, forest enterprises and institutions to establish mass emergency rescue teams that are compatible with forest fire prevention tasks, establish a team of forest fire prevention emergency volunteers, and assist in post-fire disposal and forest fire prevention publicity. Article 11 Business units of forests, trees and woodlands shall be equipped with rangers to patrol forests, report fires, stop illegal use of fire in the wild, and assist relevant departments in investigating forest fire cases.

The business unit of ecological public welfare forest shall establish a team of rangers according to the standard of every 500 mu 1 ranger. Rangers can be uniformly appointed by the county (city, district) people's government or the township (town) people's government and sub-district offices, and their labor remuneration and welfare benefits are guaranteed. The people's governments at or above the county level shall, according to the actual situation of local forest fire prevention, delimit forest fire prevention zones and set up obvious boundary signs. Article 14 People's governments at all levels, forest fire prevention headquarters and competent forestry authorities shall organize and carry out regular publicity and education on forest fire prevention, use modern means of communication to carry out publicity work on forest fire prevention, and popularize knowledge on forest fire prevention and disaster avoidance. Business units of forests, trees and woodlands shall set up warning signs of forest fire prevention in forest fire prevention areas, and post and hang propaganda slogans of forest fire prevention.
