What does "safety first" mean?

The term "safety first" was first proposed by Chairman B.H. Carey of the United States Steel Company. Since then, the slogan "Safety First" has been accepted by many enterprises and management departments.

The meaning of safety first:

(1) The safety of workers’ lives is the first priority. Production and safety are interdependent and inseparable. Safety loses its meaning without production activities. Without safety guarantee, production cannot proceed smoothly. Therefore, safety in production must be given top priority, and protecting the life safety and health of workers in production work must be top priority.

(2) Focus on safety first in production. When organizing and directing production, we must first carefully and comprehensively analyze the types, quantities, nature, sources, and hazards of dangerous and harmful factors that exist and may occur in the production process. The extent, hazard pathways and consequences, processes, equipment, places, materials and environments that may produce dangerous and harmful effects provide a basis for formulating preventive measures. To carry out safety and prevent accidents, we must first know what harmful hazards are, and then take targeted prevention measures. Measures, risk prediction are the first priority.

(3) When there is a conflict between production tasks and safety work, it should be handled according to the principle of "production obeys safety", taking safety as a prerequisite to ensure smooth production, and ensuring safety before proceeding with production.

(4) When evaluating production work, safety has "one-vote veto power". Leaders who do not do a good job in safety production are incompetent leaders.

(5) Production personnel in each position must first receive safety education and pass the assessment before they can take up their posts.
