(4) The construction unit is the responsible person for the classification and placement of domestic waste at the village (community) construction site.
If the person responsible for the classification and placement of rural domestic waste cannot be determined in accordance with the provisions of the preceding paragraph, the person responsible shall be determined by the local village (resident) committee.
