China's Drug Control Policy

Over the years, our government has formulated and implemented a series of principles and policies with "drug control" as the fundamental goal, which has played an important role in preventing drug harm and curbing drug spread. Drug control is a basic national policy of our country, which is related to the rise and fall of the country and the survival of the nation. The Chinese government takes drug control as a basic national policy into the national economic and social development plan, and stipulates it as an important responsibility of governments at all levels, and establishes a work responsibility system step by step to ensure that drug control work is always unremitting. Adhere to the drug control policy of "four prohibitions", giving priority to prevention, strict law enforcement and comprehensive management. China adheres to the anti-drug policy of banning smoking, trafficking, planting and "four prohibitions" simultaneously, giving priority to prevention, strictly enforcing the law, comprehensively managing, paying equal attention to reducing drug demand and drug supply, and severely cracking down on illegal and criminal activities such as smuggling, trafficking, transporting, manufacturing and illegally planting drug plants. Comprehensive use of legal, administrative, economic, educational, medical and other means to mobilize and organize all social forces to participate in the anti-drug struggle and comprehensively control the drug problem. Adhere to the anti-drug work according to law, establish and improve the anti-drug laws and regulations system in accordance with the general plan of governing the country according to law, manage and control narcotic drugs, psychotropic drugs and precursor chemicals according to law, effectively prevent and crack down on all kinds of drug-related illegal and criminal activities, carry out drug treatment and rehabilitation, correct and save drug addicts, and ensure that the anti-drug work is carried out on the legal track. China government actively participates in and promotes international drug control cooperation, attaches importance to participating in international drug control affairs, and conscientiously implements three propositions in the field of international drug control: adhering to the principles of extensive participation and responsibility; Comprehensively implement a comprehensive and balanced international drug control strategy; Attach great importance to alternative development and promote the fundamental solution to the drug problem. The drug problem is intertwined with transnational organized crimes such as terrorism, money laundering and human trafficking. It is the common task of the international community to curb drug production and combat drug smuggling. Many countries and regions in the world have taken measures to curb the spread of drugs, such as enacting stricter anti-drug laws, establishing specialized anti-drug agencies, expanding anti-drug forces, carrying out planned anti-drug operations, and strengthening international cooperation in armed anti-drug operations.

According to Article 4 of the Anti-drug Law of People's Republic of China (PRC), the law implements the policy of giving priority to prevention, comprehensive treatment, and prohibiting planting, planting, trafficking and smoking simultaneously.

The anti-drug work is under the unified leadership of the government, and the relevant departments are responsible for their respective duties, and the society is widely involved.

The state encourages citizens and organizations to carry out public welfare anti-drug publicity activities.

Twelfth people's governments at all levels should regularly organize and carry out various forms of anti-drug publicity and education.

Trade unions, the Communist Youth League and women's federations shall organize anti-drug publicity and education according to the characteristics of their respective working objects.
