What are the three violations?

Three violations are short for illegal command, illegal operation and illegal dereliction of duty. Three violations refer to blind violation, blind obedience violation, ignorance violation, habitual violation, management violation, illegal command, illegal operation and violation of labor discipline in production and daily work.

How to put an end to three violations

1, strengthen the system construction, so as to determine the operational implementation details, so that management can be effectively implemented;

2. Strengthen supervision, mainly the supervision of management links, and the supervision method should be operable, strict and meticulous;

3. Strengthen the training and education of employees, ensure that the training is in place, turn the management points into catchy Zen words, and remind them from time to time;

4. Improve the incentive mechanism of economic rewards and punishments, implement the risk of mortgage for all employees, and leave no dead ends. Strict rewards and punishments, uncompromising, so that violators do suffer losses, while those who comply lack income;

5. The promotion and demotion system should be improved.

Legal basis: Article 134th of the Criminal Law of People's Republic of China (PRC).

If the crime of major accidents violates the relevant provisions of the safety management of production and operation, causing major casualties or other serious consequences, it shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention; If the circumstances are especially bad, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years.

Whoever forces or organizes others to take risks in violation of regulations, or forces others to take risks in violation of regulations, or does not rule out the hidden dangers of major accidents knowing that they exist, thus causing heavy casualties or other serious consequences, shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention; If the circumstances are particularly bad, they shall be sentenced to fixed-term imprisonment of not less than five years.

Article 134- 1

The crime of dangerous operation violates the relevant provisions on the safety management of production and operation, and under any of the following circumstances, there is a real danger of serious casualties or other serious consequences, and it shall be sentenced to fixed-term imprisonment of not more than one year, criminal detention or control: (1) the crime of dangerous operation;

(1) Shut down or destroy the monitoring, alarm, protection and life-saving equipment and facilities directly related to safety production, or tamper with, conceal or destroy their relevant data and materials;

(2) Refusing to implement it after being ordered to stop production and business, stop construction, stop using relevant equipment, facilities and places, or immediately take corrective measures to eliminate the danger;

(3) engaging in highly dangerous production activities such as mining, metal smelting, construction and the production, management and storage of dangerous goods without approval or permission according to law.
