Article 3 The Beijiang Levee Management Bureau of the Provincial Department of Water and Power is responsible for the management of the Beijiang Levee, and directly manages the two flood diversion gates, Lubao and Southwest. The ownership of the land permanently acquired for the Beijiang Levee reinforcement project belongs to the state, and the right to use it belongs to the Beijiang Levee Management Bureau. Without the consent of the Beijiang Levee Management Bureau, no unit or individual may occupy it.

The right to use the unacquisitioned berm land remains unchanged. However, the use of berm land shall not violate the relevant provisions of these implementation rules. Article 5: Any unit or individual who needs to operate on the Beijiang Levee and its river sections, beaches, embankments or berms must obtain the consent of the Beijiang Levee Management Bureau.

Any construction of engineering facilities on the Beijiang Levee, the river sections along it, and the beach land must not affect the river's flood flow, drainage, and the safety of the embankment. A design plan must be proposed in advance, and opinions must be submitted to the province through the Beijiang Levee Management Bureau. Construction can only start after approval from the Department of Water and Electricity; the unit applying for construction should strictly follow the approved design plan, complete the project on schedule, and submit it to the approving unit for acceptance. Article 6: The Beijiang embankment body shall be paved with turf in accordance with regulations, and trees or other crops are not allowed to be planted.

It is not allowed to graze pigs, sheep, cattle, and three birds on the embankment, and it is not allowed to dig bank and slope protection stones, cut grass, or shovel turf.

It is not allowed to blast, take earth, dig ponds, bury, dig trenches, dig wells within the embankment body, berm area, and pressure seepage range. It is not allowed to pile up mud, garbage, debris, or engage in Other activities that endanger the safety of the levee.

Do not damage the culvert gates, pressure relief wells, drainage ditches, pressure measuring pipes, measurement base point observation equipment and milestone stones along the embankment.

No unit or individual is allowed to build new houses or other facilities on the embankment body and berm land.

Existing houses and other obstacles on the embankment body and berms should be demolished regularly according to the principle of "whoever sets up the obstacles will clear them". Article 7 The flood control roads along the Beijiang Embankment, including some paved roads on the top of the embankment that double as flood control roads, are special flood control roads. Except for the Beijiang Levee Management Bureau and vehicles participating in flood control traffic during flood season, when other departments, units or individuals use flood control highways, they must obtain the consent of the embankment management department and pay maintenance fees to the embankment management department or be responsible for the maintenance of the road. The flood control highway maintenance fees shall be separately formulated by the Beijiang Levee Management Bureau, and shall be submitted to the Provincial People's Government for approval after review by the Provincial Department of Water and Power.

Vehicles are prohibited on all embankment sections without dedicated roads. Article 8 No unit or individual may damage or misappropriate the Beijiang Embankment flood control engineering facilities, equipment, warehouses, houses, communications, lighting, power lines, flood control sand, stones and other flood control materials and equipment. Article 9 The Beijiang Levee Management Bureau and its management offices and offices are part of the flood control, wind, and drought prevention headquarters at all levels during the flood season. Article 11 Anyone who violates Articles 4 to 10 of these Implementation Rules shall be ordered to dismantle, clean up, repair, compensate, fine, etc. and make decisions based on the relevant provisions of the "Guangdong Province River Embankment Management Regulations" by the Beijiang Levee Management Bureau, and these decisions shall be implemented within a time limit. . Those who refuse to enforce the regulations will be asked by the embankment management department to submit a request to the local judicial authority for enforcement.
