The main responsibilities of the Overseas Chinese Affairs Office of Shanghai Municipal People's Government

(a) the implementation of overseas Chinese laws, regulations, rules and policies, and supervise and inspect the implementation; Combined with the actual situation of this Municipality, study and draft local laws, regulations and policies on overseas Chinese affairs in this Municipality, and organize their implementation.

(two) responsible for the development plan and annual plan of overseas Chinese affairs in this Municipality; Investigate and study the overseas Chinese situation at home and abroad and the overseas Chinese affairs work in this Municipality, and provide overseas Chinese information to relevant departments; To organize the investigation and study on major issues concerning overseas Chinese policies, theories and work; To be responsible for informing the overseas Chinese affairs department of overseas Chinese affairs.

(three) to assist the leadership of the municipal government in the management of overseas Chinese affairs, and to coordinate the relevant municipal departments and social organizations to carry out overseas Chinese affairs.

(four) to study the introduction of overseas Chinese, Chinese, Hong Kong and Macao compatriots funds, technology and talent work and put forward relevant suggestions; To guide and promote economic and scientific cooperation and exchanges between overseas Chinese, and provide services for overseas Chinese-funded enterprises, returned overseas Chinese enterprises and overseas Chinese who come to Shanghai for development in conjunction with relevant departments; Coordinate economic complaints involving overseas Chinese.

(5) Organizing and coordinating the lawful rights and interests of returned overseas Chinese and their relatives, and safeguarding the lawful rights and interests of overseas Chinese, Chinese and compatriots in Hong Kong and Macao according to law; In conjunction with relevant departments, do a good job in the service of poor returned overseas Chinese and their relatives; To guide the development of overseas Chinese, overseas Chinese, Hong Kong and Macao compatriots and their families who live, live and work in this city; Cooperate with relevant departments to study and deal with emergencies involving overseas Chinese; Responsible for overseas Chinese letters and visits.

(six) to guide the work of key figures of overseas Chinese and representatives of the new generation of Chinese; Responsible for guiding and developing friendship and service for overseas Chinese, Chinese and their associations; To carry out the friendship work of overseas Chinese in Hongkong and Macao Special Administrative Regions, and to carry out the work of overseas Chinese in Taiwan Province in conjunction with relevant departments.

(ten) responsible for organizing overseas Chinese to visit; Coordinate the reception of major overseas Chinese affairs; To undertake the examination and approval of important overseas Chinese and Chinese celebrities who need to be met by city leaders; Cooperate with embassies and consulates abroad and relevant institutions to carry out the unity and friendship work of overseas Chinese, overseas Chinese, compatriots from Hong Kong and Macao and related overseas Chinese associations.

(eleven) to guide the counties, Dakou, universities, communities and other relevant departments and units to carry out overseas Chinese affairs; To be responsible for the policies and regulations on overseas Chinese affairs and the professional training of overseas Chinese cadres in this Municipality; To guide the work of relevant social organizations in the overseas Chinese community.

(twelve) responsible for accepting administrative reconsideration and administrative litigation.
