The Street Party Working Committee is the agency of the district committee, the core of community work, an important guarantee for strengthening community party building, leading all the work in the community in an all-round way and taking overall responsibility for community work. The main functions are:

(a) to publicize and implement the party's line, principles and policies and the laws and regulations of the state, implement the resolutions and decisions of the higher party organizations, unite and organize party member and the masses, and ensure the smooth completion of the tasks of the party and the government within its jurisdiction;

(two) to discuss and decide on major issues such as urban management, community construction, social management, economic development and socialist spiritual civilization construction of this street;

(3) Leading mass organizations such as neighborhood offices, trade unions, the Communist Youth League and women's federations, and supporting and ensuring that administrative organs, economic organizations and mass organizations fully exercise their functions and powers in accordance with laws and articles of association;

(seven) to assist the organization to carry out activities to rectify social security and standardize the market economic order;

(eight) on behalf of the district party committee to coordinate the activities of the people's congresses at all levels in the community and CPPCC members; (nine) to organize and coordinate the organs, enterprises and institutions within the jurisdiction to participate in community management and service work; (10) Responsible for managing party member in mobile community party organizations, selecting party member, head of mobile community party organizations, and ensuring the normal activities of party member in mobile community party organizations;

(eleven) to undertake other tasks assigned by the district committee. Sub-district offices are the agencies of the District People's Government. Under the leadership of the Street Party Working Committee, in accordance with the provisions of laws and regulations, closely around the concept of "big city management" and in accordance with the requirements of the "big city management" system, it exercises administrative functions such as economic construction, administrative leadership, comprehensive coordination and law enforcement supervision. It is the administrative legal person of the community and plays a leading role in community work. The main functions are:

(three) to mobilize and lead residents and all units and departments to carry out community building work; Formulate and implement community construction plans and annual plans; (four) to improve and create the investment and business environment in the region, provide effective services for urban economic development, and be responsible for formulating and organizing the implementation of urban economic development plans in the region; (five) to guide the work of community residents' committees within their respective jurisdictions; Responsible for coordinating and solving problems in administrative affairs and social services; (six) in conjunction with the relevant departments to do a good job in family planning management of permanent residents and floating population, and complete the task of family planning indicators issued by the district; (seven) to carry out legal education in this area, safeguard the legitimate rights and interests of the elderly, women and children, and cooperate with relevant departments to do a good job in the comprehensive management of community security;

(eight) to be responsible for guiding and supervising the safety production and fire control work of various enterprises within their respective jurisdictions;

(nine) to assist the armed forces to do a good job in militia training and civil military service within their respective jurisdictions;

(ten) cooperate with relevant departments to do a good job in civil air defense, fire prevention, flood control, wind prevention, drought prevention, earthquake prevention, housing renovation, residents relocation and other work. ; (eleven) responsible for the management of all kinds of enterprise retirees who have participated in the social pension and medical insurance in this Municipality;

(twelve) to undertake other tasks assigned by the district government.
