Article 21 People’s governments at all levels where the Qinling Mountains are located should take measures such as protecting natural forests, closing mountains for afforestation, returning farmland to forests, planting trees, preventing fires, and preventing and controlling pests and diseases to increase forest coverage and improve the ecology of the Qinling Mountains. environment.

Article 22: Vegetation protection in the Qinling Mountains shall be implemented in accordance with the principle of priority protection of natural forests. The local people's government shall formulate and implement preferential policies and measures for natural forest protection, do a good job in protecting natural forests, and shall not change the scope of the Qinling Natural Forest designated by the state.

Article 23 The forestry administrative department at or above the county level shall, in accordance with the requirements of ecological protection, formulate long-term plans and annual plans for mountain closure and afforestation, submit them to the people's government at the same level for approval before organizing their implementation, and report to the people's government at the next higher level. Registration with the government forestry administrative department.

People's governments at or above the county level should clarify the four deadlines and closure periods of mountainous areas for afforestation, set up boundary stakes and signboards, and announce them to the public.

Article 24 The following activities are prohibited in the closed mountain area for forestation:

(1) Reclamation, quarrying, sand mining, and soil extraction;

(2) Mining grease, cutting paint, peeling bark, digging roots and other deforestation activities;

(3) Damage or unauthorized removal of boundary posts and signs;

(4) Other activities prohibited by laws and regulations Behavior.

Article 25: Cultivated land on slopes above 25° in the Qinling Mountains should be gradually returned to forest (grassland).

Encourage the conversion of farmland to forests (grass) on sloping farmland below 25°; if there is no conversion of farmland, terraces should be built or other soil and water conservation measures should be taken to prevent water and soil erosion.

Article 26: People’s governments at all levels where the Qinling Mountains are located should take a variety of measures to plant trees and include the survival rate of afforestation into assessment objectives. The unit where the Qinling Mountains are located should organize and complete the task of voluntary tree planting according to the requirements of the local people's government.

The Provincial People's Government should allocate special funds for aerial seeding afforestation in the Qinling Mountains.

Article 27: Commercial logging is prohibited in protective forests and special-purpose forests.

Natural forests and forests with a slope of more than 46° included in the national natural forest protection project, as well as forests within 1,000 meters on each side of the main beam of the Qinling Mountains and 500 meters on each side of its main branches Forest, logging is strictly prohibited.

Article 28: Provincial forestry and agricultural administrative departments shall formulate long-term plans for the protection of Qinling wetlands and natural grasslands in accordance with their respective responsibilities, and supervise their implementation.

Article 29: The water administrative department at or above the county level where Qinling Mountains is located shall make reasonable plans and take measures to control the area of ??regional water and soil erosion and reduce water and soil erosion.

Units carrying out construction activities in the Qinling Mountains should formulate a water and soil conservation plan and submit it to the water administrative department at or above the county level for approval before implementation.

Article 30: The people's governments at all levels where the Qinling Mountains are located should establish a forest fire prevention responsibility system, formulate forest fire prevention emergency plans, implement fire prevention responsibilities, and do a good job in forest fire prevention.

The forestry and agricultural administrative departments at or above the county level shall strengthen the monitoring of pests, diseases and harmful organisms, promptly report information on the occurrence of pests and diseases, and take measures to prevent and control pests and diseases to prevent the invasion of harmful organisms.
