Article 2 All assemblies, processions and demonstrations held on public roads and open-air public places within the administrative area of this autonomous region must abide by the Law on Assemblies, Processions and Demonstrations and these Measures. Article 3 Citizens shall exercise their rights of assembly, procession and demonstration according to law, and people's governments at all levels shall guarantee them according to law. Article 4 When exercising the rights of assembly, procession and demonstration, citizens must abide by the Constitution and laws, and must not oppose the basic principles defined in the Constitution, harm the interests of the state, society and the collective and the legitimate freedoms and rights of other citizens, or undermine national unity. Article 5 The competent authorities of an assembly, a procession and a demonstration are the county (city) public security bureau and the city public security bureau where the assembly, procession and demonstration are held; If a procession or demonstration passes through more than two counties (cities) or districts, the competent authority shall be the public security organ of the county (city) or district that passes through. Article 6 An assembly, a procession or a demonstration shall be held only after an application is made to the competent authority in accordance with the law and permission is obtained. Except for those who do not need to apply according to the Law of Assembly, Parade and Demonstration. Article 7 An assembly, a procession or a demonstration must be held with a responsible person. The person in charge must hold a resident identity card or other documents that can prove his identity and submit an application to the competent authority five days before the date of application for holding an assembly, a procession or a demonstration. If an application is made by letter, telegram, telephone or other means, the competent authority shall not accept it.

In addition to the matters specified in Article 8 of the Law on Assemblies, Processions and Demonstrations, the application should also include:

(1) the number of people responsible for maintaining order and the signs they wear;

(2) the mailing address of the person in charge;

(3) Other matters that the person in charge of an assembly, a procession or a demonstration considers necessary to explain. Article 8 Anyone who applies for organizing or participating in an assembly, a procession or a demonstration in the name of a state organ, a political party, a social organization, an enterprise or institution must obtain the approval of the person in charge of the unit, sign the application form and affix the official seal of the unit. The person in charge of organizing an assembly, a procession or a demonstration shall be the person in charge of the assembly, a procession or a demonstration. Article 9 After receiving an application for an assembly, a procession or a demonstration, the competent authority shall notify the person in charge of the assembly, a procession or a demonstration in writing of the decision of approval or disapproval two days before the date of application. If it is not permitted, the reasons shall be explained. Failure to notify within the time limit shall be deemed as permission. If the notice cannot be delivered due to the reasons of the person in charge of the assembly, procession and demonstration, the application shall be deemed to have been withdrawn. The people's government shall make a decision within three days from the date of receiving the application for reconsideration. Article 11 Where an application for holding an assembly, a procession or a demonstration requires that specific problems be solved, the competent authority may, after receiving the application, notify the relevant organ or unit to negotiate with the person in charge of the assembly, procession or demonstration to solve them, and may postpone the date of the application for holding for five days.

Article 12 In case of any of the following circumstances, which affect the smooth progress of an assembly, a procession or a demonstration or seriously affect the traffic order and social order, the competent authority may change the time, place and route of the original application for holding an assembly, a procession or a demonstration when or after deciding to permit it, and notify its responsible person in time:

(1) Holding an assembly, a procession or a demonstration on a busy road section or during rush hours;

(2) The location, route and number of people of an assembly, a procession or a demonstration are inconsistent with the application;

(3) the place where the application is made for holding an assembly, a procession or a demonstration, or the route through which there are important foreign affairs activities, large-scale sports competitions or other major activities at the same time;

(4) The place and route of the application for holding an assembly, a procession or a demonstration are in danger;

(5) Other circumstances that affect the smooth progress of assembly, procession and demonstration or seriously affect traffic order and social order. Article 14 An assembly, a procession and a demonstration shall be held peacefully within the scope permitted by the competent authority, and the following provisions shall be observed:

(1) Vehicles shall not be stopped, traffic jams shall be blocked, and vehicles and facilities shall not be damaged;

(2) Do not carry weapons, controlled knives and inflammable and explosive dangerous goods;

(3) Don't slander or insult others, or spread rumors to cause trouble or disturb the order of public places;

(4) it is forbidden to occupy or damage public property and public facilities;

(5) Do not scribble, depict or post publicity materials along the way;

(6) Do not hold, publish or shout slogans, banners, speeches and slogans that are inconsistent with the purpose of assembly, procession and demonstration;

(7) There shall be no acts of insulting ethnic customs and inciting ethnic discrimination;

(8) Do not commit crimes or incite others to commit crimes;

(9) Do not use violence or incite violence.
