Article 1 is to strengthen the management of dog breeding in central urban areas, ensure the personal safety of citizens, maintain city appearance and environmental sanitation, and consolidate the national The achievements of civilized city creation are based on the "Public Security Administration Punishment Law of the People's Republic of China", "Animal Epidemic Prevention Law of the People's Republic of China", "Guizhou Province City Appearance and Environmental Sanitation Management Regulations", and "Guizhou Province Regulations on the Prevention and Control of Environmental Noise Pollution" The "Guizhou Province Regulations on the Promotion of Civilized Behavior" and other relevant laws and regulations have formulated these measures.

Article 2: These measures shall apply to the management of dog breeding in central urban areas (Honghuagang District, Huichuan District, Bozhou District, Xinpu New District, and Nanfang New District).

Article 3 The management of dog breeding follows the principle of combining supervision by government departments, self-discipline of dog owners, participation of grassroots organizations, and supervision by the public.

Article 4: The district people's governments (management committees) are specifically responsible for the leadership of dog-raising management. The sub-district offices and town (township) people's governments shall cooperate in the management of dog-raising. The residents' (villages) committees shall We also work with owners’ committees, real estate and environmental sanitation service companies to assist in publicity and education on dog-raising in accordance with the law, civilized dog-raising, mediation of dog-raising disputes, and suppression of illegal dog-raising behavior.

Article 5: The public security organs are the competent authorities for dog breeding management and are specifically responsible for dog breeding registration, daily management, rabies hunting and killing, investigation and punishment of illegal dog breeding behaviors, etc.

Article 6 The publicity department is responsible for organizing relevant departments, street offices, community organizations, etc. to take various forms to carry out publicity and education on dog raising in accordance with the law and civilized dog raising. News media such as radio, television, newspapers, magazines, and websites should strengthen publicity and education on social ethics in dog breeding.

Article 7 Dog owners shall abide by laws, regulations and rules, abide by public order, respect social ethics, and shall not interfere with the lives of others, or damage environmental sanitation and public facilities.

Article 8 Dog breeding management is divided into strict management areas and general management areas. Urban built-up areas are strict management areas, and other areas are general management areas. Towns and populated areas within general management areas can be designated as strict management areas. The specific scope division shall be determined by the People's Government (Administrative Committee) of each district in conjunction with the Municipal Public Security Bureau and announced to the public.
