Overseas students are an important part of China's human resources and a valuable asset of the country. During the Twelfth Five-Year Plan period, Shandong will focus on developing Shandong Peninsula Blue Economic Zone, Yellow River Delta Efficient Ecological Economic Zone and strategic emerging industries, and vigorously introduce high-level overseas talents, talents in urgent need of resources and environmental protection, leading talents in agricultural science and technology, high-end cultural industries, food safety control, modern tourism and other fields.

In order to attract overseas top talents and innovative scientific and technological talents, Shandong Province encourages and supports universities and scientific research institutions to openly recruit senior scientific research personnel such as heads of key laboratories and academic leaders at home and abroad. Encourage all levels and departments to build high-standard overseas students' pioneer parks by relying on economic and technological development zones, high-tech industrial development zones and scientific research incubation bases, and increase capital investment in the pioneer parks.

In order to increase the support for high-tech enterprises, Shandong will give key support to overseas students in the early stage of starting a business; Encourage enterprises studying abroad to declare other kinds of government-funded projects according to relevant regulations, and give corresponding supporting support to the national or provincial financial support obtained by enterprises studying abroad. Encourage and support qualified places to introduce or set up special venture capital funds or venture capital funds, mobilize and give play to the enthusiasm of enterprises entering the park to participate in providing investment, financing and guarantee services for newly established enterprises for overseas students, and help enterprises entering the park solve problems such as capital shortage and financing difficulties.

At the same time, Shandong will also strengthen the construction of the policy system for returning overseas students, focusing on innovation and improvement of relevant preferential policies in entry and exit, residence, household registration management, social insurance, family planning, spouse employment, children's schooling, professional qualifications, project application, funding, income distribution, taxation, recognition and reward, intellectual property protection, entrepreneurship, investment and financing, and strengthening the construction of a "green channel" for overseas high-level overseas students.

According to the plan, during the Twelfth Five-Year Plan period, Shandong Province will increase the total number of returned overseas students by 20,000, attracting more than 6.5438+0.5 million overseas students to serve in Shandong.
