Regulations on the Protection of Water Resources in Lancun Spring Area of Taiyuan City (revised in 2003)

Article 1 In order to strengthen the protection and management of water resources in Lancun Spring Area, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC) and relevant laws and regulations. Article 2 The scope of Lancun Spring Reserve: the eastern boundary: the administrative boundaries of Taiyuan City, Yangquan City and Jinzhong City. Southern Xinjiang: From Wang Feng Village to Zhang Jiahe Village via Sangai Village, Yangjiayu Village and Mengjiajing Village.

West boundary: South to Wang Feng Village along the boundary between Liulin River and Shizi River.

Northern boundary: the administrative boundary between Taiyuan and Xinzhou. Article 3 Units and individuals that take groundwater and surface water, mine drainage, hydrogeological exploration, mountain quarrying and discharge industrial waste residue in Lancun Spring Area Protection Area shall abide by these regulations. Article 4 The water resources management institution in Lancun Spring Area of Taiyuan City shall be responsible for the protection, management and supervision of water resources in Lancun Spring Area according to law.

County (city, district) water administrative departments shall be responsible for the protection, management and supervision of water resources in Lancun spring area within their respective administrative areas.

The relevant departments of the people's governments of cities and counties (cities, districts) shall be responsible for the protection of spring water resources in accordance with their respective responsibilities.

The division of responsibilities between the water resources management institution of Lancun Spring Area in Taiyuan City and the water administrative department of the county (city, district) in managing the water resources in the spring area shall be stipulated by the Municipal People's Government. Article 5 Lancun Spring Area Protection Area is divided into first-class protection area, second-class protection area and third-class protection area according to the hydrogeological characteristics and the requirements of water resources protection, and the protection and management by district shall be implemented.

In the Lancun Spring Area Protection Area, the drinking water source protection areas designated by the provincial and municipal people's governments shall implement the drinking water source protection system. Article 6 The first-class protected area is a centralized groundwater exploitation area, which is a key protected area. Its scope includes the surrounding areas of Yangjiajing Village, Wuti Village and Xiaoshihe Village to the west of the mountain fault, Sangui Village, Gucheng Village and Zhongjianhe Village to the north of the mountain fault, Zhongjianhe Village, Fengxi Village and Nandi Village to the west of the mountain fault, and Nandi Village, Xigaozhuang Village and Yangjiajing Village to the west. The main stream of Fenhe River is within one kilometer from Shi Cun to Shanglan Village and both sides.

In the first-class protected area, it is forbidden to drill new deep wells to take water; It is forbidden to dump or discharge industrial waste residue, urban garbage, sewage and other wastes; It is forbidden to mix polluted aquifer with unpolluted aquifer groundwater; It is forbidden to dig springs, intercept and divert water without authorization; Coal mining, mining, mountain quarrying and underground engineering are prohibited in the exposed area in spring. Article 7 The second-class protected area is a limestone exposed area, and its scope is: Qizishan area; From Sangai Village, Shanglan Village and Shilingguan Village in the west to Shilingguan Village, Donghuangshui Village and Zhongjianhe Village in the east.

Strictly control the dumping and discharge of industrial waste residue, urban garbage, sewage and other wastes in the secondary protection zone; Strictly control the exploitation of karst groundwater; Strictly control digging deep wells to take water; Deforestation, reclamation and destruction of vegetation are prohibited.

Quarrying must be approved by the local county (city, district) water administrative department and reported to the relevant departments for approval; After quarrying, vegetation must be restored within the prescribed time limit. Article 8 The third-level protected areas are hilly loess areas, which include areas outside the first-level and second-level protected areas.

Control the dumping and discharge of industrial waste residue, urban garbage, sewage and other wastes in the third-class protected areas; Control the exploitation of deep karst groundwater and rationally develop pore groundwater; Strictly control new projects with large water consumption. Article 9 In Lancun Spring Area Protection Area, the total amount of groundwater exploitation shall be controlled according to the development, utilization, protection and management plan of water resources in Lancun Spring Area. The total planned annual exploitation amount shall be determined by the water resources management institution of Lancun Spring Area, and shall be implemented after being approved by the municipal water administrative department.

The development, utilization, protection and management planning of water resources in Lancun Spring Area shall be organized by the water resources management institution of Lancun Spring Area and submitted to the Municipal People's Government for approval after being approved by the municipal water administrative department. Article 10 The dumping and piling of industrial waste residue, urban garbage, sewage and other wastes in the second-and third-class protected areas of Lancun Spring Area shall be conducted with the demonstration and evaluation of the water environmental impact of the spring area, and shall be reviewed and approved by the water resources management institution of Lancun Spring Area. Dumping and stacking units shall monitor the water quality, quantity and water level for a long time, and report the monitoring data to the water resources management institution of Lancun Spring Area. Article 11 To take groundwater and surface water in Lancun Spring Area Protection Area, an application must be submitted to the water administrative department of the county (city, district), which shall be audited by the water resources management institution of Lancun Spring Area, approved by the municipal water administrative department, and a water intake permit shall be obtained. Article 12 To renew wells in Lancun Spring Area First-class Protection Area, an application shall be made to the water administrative department of the county (city, district), and water resources shall be demonstrated. After being audited by Lancun Spring Area Water Resources Management Agency, it shall be reported to the municipal water administrative department for approval.

Digging or updating shallow wells within 50 meters of the second-and third-class protected areas in Lancun Spring Area shall be examined and approved by the water administrative department of the county (city, district); Digging or updating a deep well of more than 50 meters shall apply to the water administrative department of the county (city, district), conduct water resources demonstration, and report to the municipal water administrative department for approval after being audited by the water resources management institution of Lancun Spring Area. Article 13 Units conducting hydrogeological exploration in Lancun Spring Area Protection Area shall submit applications and exploration design reports to the water administrative departments of counties (cities, districts), and report them to the municipal water administrative departments for the record after being reviewed by the water resources management institutions of Lancun Spring Area. Without the approval of the municipal water administrative department, no unit or individual may expand the exploration hole into a water source well.
