In order to further strengthen the safety management of the purchase and sale of bulk gasoline in this city, eliminate all kinds of potential risks from the source, and maintain the public order and public safety in the capital, according to the requirements of the Ministry of Public Security for public safety and anti-terrorism of petroleum and petrochemical systems (GA1551-2019) and the relevant provisions of the state, we hereby notify you of strengthening the management of the purchase and sale of bulk gasoline at gas stations as follows:

First, the gas station bulk gasoline real name registration and purchase and sale system. Refined oil sales enterprises should establish a real-name registration management system for bulk gasoline, realize the linkage between registration information and relevant government departments such as public security organs, and strengthen the examination and registration management of oil purchase units and personnel. If a unit or individual needs to buy bulk gasoline for normal production and life, it shall carry out real-name authentication and registration of oil purchase through the real-name registration information system of bulk gasoline purchase and sale of refined oil sales enterprises.

2. Units or individuals that are inconvenient to register oil purchases through the real-name registration information system for the purchase and sale of bulk gasoline by refined oil sales enterprises may go to the local police station for on-site real-name registration. If the unit purchases oil, the agent will bring his/her ID card, a copy of the business license of the unit and the power of attorney of the unit to the local police station for real-name registration, and purchase oil at the designated gas station with the receipt of real-name registration issued by the police station; Individuals who purchase oil shall bring their ID cards to the local police station for real-name registration, and purchase oil at the designated gas station with the receipt of real-name registration issued by the police station. If the system real-name authentication is unsuccessful, the unit manager can go to the unit resident police station, and the individual can go to the local police station for supplementary real-name registration.

Three, the gas station should carefully check the identity information of the oil purchaser, which is inconsistent with the real name registration information, and shall not sell bulk gasoline. An oil purchasing agent or individual holding a real-name registration receipt shall keep the receipt well and do a good job in inspection and registration. Gas stations shall designate special tankers to carry out bulk gasoline sales services. The purchase and sale of bulk gasoline should be packed in standard iron drums.

4. If the oil purchaser forcibly refuels without the real-name authentication of the real-name registration information system for the purchase and sale of bulk gasoline of the refined oil sales enterprise and without the real-name registration receipt of the police station, the gas station staff shall immediately report to the police. The public security organs will investigate and deal with illegal and criminal acts such as disturbing the order of gas stations, infringing on the personal safety of gas station staff and destroying the property of gas stations.

Five, public security, urban management, commerce, emergency management, market supervision and management and other relevant government departments shall, according to their statutory duties, strengthen supervision and inspection of all aspects of bulk gasoline sales, and order the units that illegally sell bulk gasoline to make rectification. If the illegal sale of bulk gasoline leads to significant consequences, legal responsibility shall be investigated according to law.
