Measures of Jiangsu Province for the Implementation of the Law of the People's Republic of China on the Standard Spoken and Written Language

Article 1: In order to implement the "Law of the People's Republic of China on the Standard Spoken and Written Language" and in light of the actual situation of this province, these measures are formulated. Article 2 These Measures shall apply to the use and management of the national common spoken and written language within the administrative region of this province.

The national common spoken and written language referred to in these Measures refers to Mandarin and standardized Chinese characters. Article 3: Promoting Mandarin and standardizing Chinese characters is the common responsibility of the whole society.

Local people's governments at all levels should strengthen their leadership over the work of the national common spoken and written language, and regard the promotion of Mandarin and standardization of Chinese characters as an important part of patriotic education and spiritual civilization construction.

The third week of September every year is Publicity Week for the promotion of Mandarin and standardization of Chinese characters in the province. Local people's governments at the county level and above and their relevant departments should organize and carry out publicity activities. Article 4 Local people's governments at or above the county level shall include the funds required for the work of language and writing departments in their fiscal budgets and provide necessary conditions for the development of language and writing work. Article 5 Local people's governments at or above the county level shall inspect and evaluate the use and management of the national common spoken and written language within their respective administrative regions in accordance with the relevant national language assessment standards and assessment methods.

Local people's governments at all levels should commend and reward units and individuals that have made outstanding achievements in the promotion, research and management of the national common spoken and written language. Article 6 The use of Mandarin and standardized Chinese characters shall comply with the norms and standards of the national common spoken and written language promulgated by the state. Article 7 State agencies, social groups, enterprises and institutions shall use standardized Chinese characters in official duties or public activities.

State agency staff should use Mandarin in official activities such as office work, meetings, and public speeches. Article 8: Schools and other educational institutions should use Mandarin as the basic language in education, teaching, conferences, publicity and other public activities.

School magazines (newspapers), handouts, test papers, blackboard newspapers, blackboard writings, etc. of schools and other educational institutions should use standardized Chinese characters as the basic characters.

Schools and other educational institutions should include students’ ability to use the country’s common spoken and written language as part of their training objectives, and standardize the use of the country’s common spoken and written language as a code of conduct for students in their daily lives.

Graduates from colleges and universities and secondary vocational schools should meet the Mandarin proficiency standards stipulated by the country and the province. Article 9 Newspapers, periodicals, books, audio-visual products, electronic publications and other publications published in Chinese shall comply with the norms and standards of the national common spoken and written language.

The national common language used in information processing and information technology products should comply with national norms and standards. Article 10: Putonghua is the basic language in the following situations:

(1) Broadcasting, hosting, interviews, etc. of radio and television stations; (2) Terms used in movies and TV series (art forms) (Except for special needs of the plot);

(3) Commentary on sports games, expositions, concerts, celebrations, etc.;

(4) Exhibition halls, museums, memorial halls, science and technology museums, etc. Explanation;

(5) Commerce, postal service, telecommunications, culture, highways, railways, civil aviation, water transportation, tourism, catering, entertainment, Internet, banking, insurance, securities, medical and health and other public *** Services provided by the service industry directly to the public;

(6) Other situations stipulated by laws and regulations. Article 11 The Putonghua proficiency of the following personnel who use Putonghua as their working language shall meet the corresponding grade standards:

(1) State agency staff shall reach Level 3A or above;

Among them, Chinese teachers, kindergarten teachers and teachers who teach Chinese as a foreign language should reach Level 2A or above. Voice teachers and broadcasting, hosting, film and television drama performances and other professional teachers should reach the first-level level;

(3) Announcers, program hosts and film and television drama actors of radio stations and television stations should reach the first-level level, including announcers of provincial-level radio stations and TV stations and program hosts should reach Grade A level.

Personnel listed in items (1) and (2) of the preceding paragraph who are over fifty years old at the time of the Putonghua proficiency test are encouraged to use Putonghua, and the provisions of the preceding paragraph do not apply.

Relevant units should conduct training on a case-by-case basis for personnel who have not reached the prescribed Mandarin level standards so that they can gradually reach the prescribed level standards. Those who pass the Putonghua proficiency test will be issued a grade certificate by the provincial language and writing department. Article 12: Employees in the public service industry are encouraged to use Mandarin. Among them, personnel who use Mandarin as the working language and provide services directly to the public and engage in specific jobs such as broadcasting, commentary, telephone operations, and tour guides should reach Level 2 in Mandarin.

If the national industry authorities have regulations on the Mandarin level standards for employees in the public service industry, those regulations shall prevail. Article 13 Standardized Chinese characters should be used as the basic characters in the following situations:

(1) Characters used on film and television screens; (2) Name boards and signs facing the public , signs, slogans (brands), signs, advertisements, electronic screens, monograms, promotional materials, notices, etc.;

(3) List of service items and description of service contents in the public service industry and other words;

(4) Words used in official documents, unit seals, licenses, bills, labels, forms, certificates, certificates, medals, tickets, medical records, prescriptions, physical examination reports, etc.;

(6) Wording used in packaging and description of goods sold within the administrative region of the province;
