Any unit is prohibited within Yulin City and individuals producing, storing, operating, and setting off fireworks and firecrackers. The "Yulin urban area" referred to here includes: (1) The area within the Second Ring Road (including the planning lines of completed, under construction, and preparation for construction); (2) Agencies, groups, enterprises and institutions located within the Second Ring Road Office, production, and living areas of the unit; (3) From Yulin City, go to Maolin Highway to Xiushui Toll Station, go to Xinwei Highway to the intersection of the Municipal No. 1 Detention Center, go to the Liquor Selling Highway to the intersection of Hanshan Reservoir, and go to Luchuan Highway to Lingtang Toll Station Station, within 500 meters on both sides of the section from Yugong Highway to Potang Toll Station, and from Yushi Highway to Rendong Intersection of Second Ring Road. 2. Any unit or individual holding a fireworks party or other large-scale fireworks display activities must strictly follow the "Fireworks and Firecrackers Safety Management Regulations" and report to the Yulin Municipal Public Security Bureau for approval, and set off at the designated time and place. 3. Vehicles transporting fireworks and firecrackers must hold a "Fireworks and Firecrackers Road Transport Permit" issued by the Yulin Municipal Public Security Bureau if they enter the first ring road in Yulin City. 4. It is prohibited to carry fireworks and firecrackers on public transportation. It is prohibited to mail fireworks and firecrackers, and it is prohibited to carry fireworks and firecrackers in checked luggage, packages, and mail. 5. Anyone who violates these "Regulations" by carrying fireworks and firecrackers on public transportation, or mailing fireworks and firecrackers, or containing fireworks and firecrackers in checked luggage, packages, and mails, will be prosecuted by the public security department in accordance with Article 1 of the "Regulations on the Safety Management of Fireworks and Firecrackers" Article 41 stipulates that illegally carried, mailed, or carried fireworks and firecrackers shall be confiscated and a fine of not less than 200 yuan but not more than 1,000 yuan shall be imposed. Anyone who violates these "Regulations" and sets off fireworks and firecrackers in a place where fireworks and firecrackers are prohibited shall be ordered by the public security department to stop setting off in accordance with Article 42 of the "Regulations on the Safety Management of Fireworks and Firecrackers" and shall be fined not less than 100 yuan but not more than 500 yuan. Anyone who violates these Regulations and illegally produces, operates, or transports fireworks and firecrackers, which constitutes a violation of public security management, shall be subject to public security management penalties in accordance with the law; if it constitutes a crime, criminal liability shall be pursued in accordance with the law. If minor perpetrators or mentally ill persons who are unable to identify or control their own behavior violate the above provisions and cause losses or injuries that they are unable to compensate or bear, their guardians shall be responsible for compensation or liability in accordance with the law. 6. Any citizen has the right to dissuade or report to the work safety supervision and management agency or public security agency any unit or individual that produces, stores, operates, sets off, transports, carries or carries fireworks and firecrackers in violation of these Regulations. When it is necessary to expand the prohibited scope according to the development of urban construction, the Yulin Municipal People's Government shall delimit it in accordance with the law. 9. These Regulations shall come into effect on the date of promulgation. If the relevant regulations previously promulgated by our city are inconsistent with these "Regulations", these "Regulations" shall prevail. 10.
