Second, organize and lead.

In order to effectively strengthen leadership, the county government decided to set up a leading group for militia security patrol work in Zhangwu County. All towns and villages should also set up corresponding leading groups and formulate corresponding work plans.

Third, the work deployment

(1) Source of personnel Every township should establish a voluntary militia patrol brigade with more than 15 people, and each village should establish a militia patrol team with more than 5 people. Patrol points and patrol routes are determined by the police station and the armed forces department in combination with the actual situation of each township. Township militia security patrols are led by police stations and armed cadres. The village security patrol is led by the militia class (platoon) leader. The village security patrol can be determined according to the actual situation. Township leaders and village party branch secretaries and directors should do a good job in public security patrol supervision. The social patrol prevention work is mainly carried out by the township police station (joint defense office), patrolling the main roads, key units, important parts and complex areas of public security, and setting up security checkpoints at important intersections and parts as needed. Villages should arrange village cadres and party member to conduct inspections during the day. It is necessary to establish and improve the action plan to deal with various situations, familiarize the militia with the handling methods of various situations, and improve their ability to perform public security patrol tasks.

(5) Patrol specifications: Patrol personnel must wear eye-catching "security patrol" armbands, which are uniformly printed by the township security patrol office. The village security patrol is led by the villagers' class (platoon leader), mainly on foot. The public security patrol of the township government is led by the police and armed cadres of the police station, and it is carried out by combining foot patrol with motor vehicle patrol. The leading police need to patrol with necessary weapons, police equipment, communication tools and other equipment, and dress is also necessary. The captain of the public security patrol shall make a good patrol duty record. To ensure the smooth communication between the patrol teams of township public security, in case of major and emergency situations, it is necessary to report to the on-duty personnel of the police station in the jurisdiction in time to form a linkage mechanism of rapid response and mutual support.

Fourth, the job requirements

(1) Raise awareness. Carrying out public security patrol is not only the need of the current public security situation in our county, but also the need of group defense and group governance, and it is also the need of building a harmonious Zhangwu. It is a glorious duty entrusted by law to militia and other citizens to organize and mobilize party member cadres and the masses, mainly militia, to actively participate in the comprehensive management of social security, and it is also a long-term important task. Town leaders and relevant departments should attach great importance to public security patrols and fully understand the significance of establishing militia public security patrols and carrying out public security patrols.

(2) Strengthen measures to ensure the effectiveness of public security patrol. Township armed forces departments and public security police stations should cooperate closely and earnestly organize and implement public security patrols. Township armed forces departments should do a good job in the education, management and training of militia, make attendance records, and police stations (joint defense offices) should conscientiously do a good job in guiding patrol duty. Township party committees should actively provide necessary equipment and financial support for public security patrols. The militia in each administrative village can participate in public security patrols and give certain living allowances according to the actual attendance patrols. County Political and Legal Committee, Public Security Bureau and People's Armed Forces Department should do a good job in supervision and inspection to ensure that the work is implemented and achieved practical results. The county comprehensive management office should take the patrol situation of township public security as an important content of comprehensive management assessment. Reward patrol personnel. Anyone caught in the process of patrol will be rewarded with 50 yuan for each public security detention and 100 yuan for each criminal detention, and the bonus will be cashed by the county public security patrol leading group office.

(3) strict discipline. All militia security patrol members must undergo centralized training jointly organized by township police stations and armed forces departments before taking up their posts. We must strictly abide by the work discipline and requirements and obey the management of the township armed forces department and the police station. For towns that fail to set up militia security patrols as required, or do not attach importance to or support security patrols, their main leaders should explain the reasons in writing to the county security patrol leading group. Otherwise, informed criticism will be held in the county to admonish the main leaders of the unit.

(4) Strengthen information and intelligence work. All towns and villages should keep abreast of local public security trends and public security patrols, and report important information to the county public security patrol leading group office and the county comprehensive management office in a timely manner. Submit a summary of public security patrol to the county public security patrol leading group office and the county comprehensive management office every quarter. The office of the leading group for public security patrol shall regularly inform the development of public security patrol in towns and villages.
