Chapter 1 General Provisions Article 1 In order to regulate the setting of outdoor advertising and signboards, ensure public safety, and beautify the urban and rural environment, in accordance with the Advertising Law of the People's Republic of China and the City Appearance of Zhejiang Province These regulations are formulated in accordance with the provisions of laws and regulations such as the "Regulations on Environmental Sanitation Management" and the "Regulations on Urban and Rural Planning of Zhejiang Province" and combined with the actual situation of this city. Article 2 These regulations shall apply to the installation, supervision and management of outdoor advertisements and signboards within the administrative area of ??this city. Article 3 The term “outdoor advertising setting” as mentioned in these Regulations refers to the act of using outdoor places, spaces, facilities, mobile carriers, etc. to publish advertisements in the form of text, images, electronic displays, physical modeling, etc.

The term “signboards” as mentioned in these Regulations refers to the installation of signs by enterprises, institutions and individual industrial and commercial households outside self-owned or leased buildings (structures) or within the scope of legal land use to indicate names and trade names. , signs or building name plaques, light boxes, neon lights, font symbols, etc. Article 4: The comprehensive administrative law enforcement departments of cities and counties (cities, districts) are responsible for the supervision and management of outdoor advertising and signboard installation within their respective administrative regions.

The public security, environmental protection, urban and rural construction, urban and rural planning, transportation, market supervision and management and other competent departments shall coordinate the supervision and management of outdoor advertising and signboards in accordance with their respective responsibilities.

The town people's government and sub-district offices assist in the daily supervision and management of outdoor advertising and signboards within their jurisdiction. Article 5 The municipal and county (city, district) people's governments shall establish an information platform for outdoor advertising and signboard installation, and integrate outdoor advertising installation planning, outdoor advertising and signboard installation technical specifications (hereinafter referred to as the technical specifications for installation), as well as licensing, filing, penalties, etc. Relevant information is incorporated into the government service system to achieve full sharing of information. Article 6 The content of outdoor advertising shall comply with relevant laws and regulations. Chapter 2 Planning and Regulation Article 7 The municipal comprehensive administrative law enforcement department shall work with relevant departments to prepare a plan for outdoor advertising installation in the urban area, and submit it to the Municipal People's Government for approval before it is announced and implemented.

The county (city) comprehensive administrative law enforcement department shall work with relevant departments to prepare an outdoor advertising installation plan within its own administrative region, and submit it to the people's government at the same level for approval before it is announced and implemented.

The outdoor advertising installation plan in Jiaxing Port Area is formulated and announced for implementation by the Jiaxing Port Area Management Committee.

If the outdoor advertising setting plan needs to be modified, it shall be implemented in accordance with the original preparation and approval procedures. Article 8 The outdoor advertising installation plan shall determine the outdoor advertising classified control areas and the detailed planning for outdoor advertising installation in important areas and key areas, and plan an appropriate number of public service advertisement spots.

The detailed planning of outdoor advertising settings in important locations and key areas should include the quantity, location, form, specifications, etc. of outdoor advertising settings.

The setting of outdoor advertising should comply with the outdoor advertising setting plan. Article 9 The Municipal Comprehensive Administrative Law Enforcement Department shall work with relevant departments to prepare and set up technical specifications, which shall be published and implemented after approval in accordance with the law.

The installation of outdoor advertisements and signboards shall comply with technical specifications for installation. Article 10 When formulating outdoor advertising installation plans and technical specifications, public announcements, hearings, symposiums, demonstration meetings, etc. shall be adopted to solicit opinions from the public, relevant industry associations, experts, etc. The period for soliciting public opinions shall not be less than thirty days. Article 11 It is prohibited to set up outdoor advertisements in the following areas and locations:

(1) Dangerous buildings and illegal buildings (structures);

(2) Tops of buildings;

(3) Traffic monitoring facilities;

(4) Areas and locations that impede safe sight distance or affect safe passage;

(5) Cities, counties (cities) , district) other areas and locations prohibited by the people's government;

(6) Other areas and locations prohibited by laws, regulations and rules. Article 12 The transfer of the right to use municipal public resources for the purpose of setting up outdoor advertisements shall comply with the planning for the setting up of outdoor advertisements and shall be carried out through bidding, auction, etc. in accordance with the law. Chapter 3 Licensing and Filing Article 13 To set up large-scale outdoor advertising facilities, administrative licensing must be obtained from the comprehensive administrative law enforcement department. If administrative licensing is implemented separately by two or more departments in accordance with the law, the comprehensive administrative law enforcement department shall forward the opinions to the relevant departments and then handle them uniformly.

In areas where relatively centralized administrative licensing is implemented, administrative licensing is implemented by departments that exercise relatively centralized administrative approval power.

The standards for large-scale outdoor advertising are formulated by the municipal comprehensive administrative law enforcement department, and are announced and implemented after approval in accordance with the law. Article 14 When applying for a license to set up large outdoor advertising facilities, the following materials should be submitted:

(1) Application form for setting up large outdoor advertising facilities;

(2) Business license or other Legal and valid subject qualification certificate;

(3) Schematic diagram and renderings of the setup of large-scale outdoor advertising facilities;

(4) Documents proving the right to use such as large-scale outdoor advertising facility carrier use agreement;

(5) Other materials specified by laws and regulations. Article 15 If it is necessary to set up temporary large-scale outdoor advertising facilities for cultural, tourism, sports, public welfare activities or exhibitions, trade fairs, etc., administrative permission must be obtained from the comprehensive administrative law enforcement department.

To apply for a license to set up temporary large-scale outdoor advertising facilities, the following materials should be submitted:

(1) Application form for setting up temporary large-scale outdoor advertising facilities;

(2) Business license or other legal and valid subject qualification certificate;

(3) Written description of the form, scope and duration of temporary large-scale outdoor advertising facilities;

(4) Other materials required by laws and regulations.

The comprehensive administrative law enforcement department shall make a decision on whether to grant the license within five working days from the date of acceptance.
