Regulations of Guangdong Province on Local Records Work

Article 1 In order to inherit and develop Chinese excellent traditional culture, carry forward socialist core values, strengthen the organization and management of local chronicles, and give full play to the role of local chronicles in promoting economic and social development, these Regulations are formulated in accordance with the Regulations on the Work of Local Chronicles of the State Council and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the compilation, management, development and utilization of local chronicles, yearbooks and local chronicles within the administrative area of Guangdong Province.

Local chronicles as mentioned in these Regulations include local chronicles, departmental chronicles, industry chronicles and special chronicles.

Yearbooks mentioned in these Regulations include local comprehensive yearbooks, departmental yearbooks and industry yearbooks. Article 3 The work of local chronicles shall adhere to the principles of managing local chronicles according to law, seeking truth from facts and ensuring quality. Article 4 The people's governments at or above the county level shall strengthen their leadership over the work of local chronicles in their respective administrative areas, incorporate the work of local chronicles into the national economic and social development plan at the corresponding level, and include the funds required for the work of local chronicles in the financial budget at the corresponding level.

The people's governments at or above the county level shall formulate plans for the work of local chronicles in their respective administrative areas, and report them to the local chronicles office of the people's government at the next higher level for the record. Fifth local chronicles work institutions of the people's governments at or above the county level shall be in charge of local chronicles work within their respective administrative areas and perform the following duties:

(1) Organizing, guiding, inspecting and supervising the work of local chronicles;

(two) to formulate the work plan and compilation plan of local records;

(3) Organizing the compilation of local chronicles, yearbooks, local chronicles and other relevant local chronicles;

(4) Collecting, sorting out and preserving local chronicles, yearbooks, local chronicles and other relevant local chronicles, organizing annual reports and sorting out old chronicles;

(five) to organize the investigation and study of local conditions and the development and utilization of resources, to carry out the informatization construction of local chronicles, and to provide services for the society;

(six) the organization of local chronicles business training, theoretical research, publicity and education and foreign exchanges;

(seven) other duties as prescribed by laws and regulations.

Township people's governments and sub-district offices shall have special personnel responsible for the work of local chronicles, and institutions may be designated to be responsible for the work of local chronicles if conditions permit. Article 6 State organs, social organizations, enterprises and institutions that undertake the task of local chronicles shall carry out local chronicles work in accordance with the local people's government's local chronicles work plan, determine institutions and personnel, accept the professional guidance, supervision and inspection of the local chronicles work institutions, and organize, coordinate, supervise and inspect the local chronicles work of their management units. Seventh local chronicles institutions of the people's governments at or above the county level shall strengthen the publicity and education of local chronicles and enhance the awareness of the whole society in reading and using local chronicles.

Encourage state organs, social organizations, enterprises and institutions to carry out cultural activities of local chronicles. Eighth local chronicles work institutions of the people's governments at or above the county level shall establish a local chronicles expert database and talent pool, and absorb experts and scholars familiar with local conditions and the public to participate in local chronicles work.

Encourage citizens, legal persons and other organizations to participate in the work of local chronicles, and the local people's government local chronicles office shall give guidance. Ninth local chronicles and local comprehensive yearbooks named after the names of administrative regions at or above the county level shall be compiled by the local chronicles office of the people's government at the corresponding level; Local chronicles and local comprehensive yearbooks named after towns and streets shall be compiled by local township people's governments and street offices. No other organization or individual may compile it by itself.

Engaged in local chronicles such as village chronicles, departmental chronicles, industry chronicles and special chronicles, as well as departmental yearbooks, industry yearbooks and other yearbooks and local chronicles compilation activities, shall accept the guidance of the local people's government local chronicles office. Article 10 The compilation of local chronicles shall strengthen investigation and study, comprehensively and objectively describe the natural, political, economic, cultural and social history and present situation of the administrative region, and ensure correct viewpoints, reliable materials and rigorous style. Eleventh local chroniclers should fulfill their duties, be loyal to historical facts, keep secrets, and have corresponding professional knowledge.

The compilation of local chronicles, yearbooks and local chronicles shall invite relevant experts and scholars to participate as needed.

Where the compilation of local chronicles involves ethnic minority contents, it shall attract ethnic minority personnel or personnel engaged in ethnic minority work to participate. Twelfth local chronicles named after administrative regions at or above the county level shall be compiled and published once every twenty years or so.

Local comprehensive yearbooks named after administrative regions at or above the county level are reviewed once a year and published publicly. Article 13 The local chronicles, yearbooks and local chronicles compiled by the local chronicles office of the people's government at or above the county level, the township people's government or the sub-district offices shall openly listen to the opinions and suggestions of citizens, legal persons or other organizations on their contents and compilation process, and give timely feedback on their adoption. Fourteenth local chronicles office of the people's governments at or above the county level shall establish local chronicles, yearbooks and local chronicles compilation and evaluation system, and organize relevant departments and experts and scholars to participate in the evaluation. Fifteenth local chronicles named after administrative regions at or above the county level and included in the planning can only be published after examination and acceptance.

The review and acceptance of local chronicles named after towns and streets and other local chronicles included in the local chronicles work plan shall be carried out with reference to the preceding paragraph.

Local chronicles and local chronicles review and acceptance institutions organized by people's governments at or above the county level shall review the contents of local chronicles and local chronicles. The compilation unit shall organize the revision according to the opinions of the examination and acceptance institution on the major quality problems of local chronicles and local chronicles.

The subject and procedure of acceptance shall be formulated separately by the provincial people's government.
