Can Alipay be used in Hong Kong?

Yes.

In August 2016, Alipay obtained the first batch of payment licenses in Hong Kong.

On May 24, 2017, Alipay announced the launch of the Hong Kong version of its e-wallet - Alipay HK, officially providing cashless services to Hong Kong residents. After the Hong Kong version of Alipay is launched, all Hong Kong residents can use Alipay by binding a local bank credit card in Hong Kong or recharging their balance, and pay directly in Hong Kong dollars. This is the first time Alipay has released an App version outside mainland China.

On October 30, 2017, the first batch of Alipay-connected taxis started operating from the Hong Kong Stadium with the slogan "Alipay is also used in Hong Kong" on their bodies.
