Regulations on the Administration of Forest and Wildlife Nature Reserve in Wenshan Zhuang and Miao Autonomous Prefecture of Yunnan Province (revised on 20 19)

Article 1 In order to strengthen the management of forest and wildlife nature reserves, protect and save rare and endangered biological resources, maintain ecological balance, and promote sustainable economic and social development, these Regulations are formulated in accordance with the Regulations of People's Republic of China (PRC) on Nature Reserves and other laws and regulations, combined with the actual situation of Wenshan Zhuang and Miao Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 These Regulations shall apply to the construction and management of forest and wildlife nature reserves within the administrative area of Autonomous Prefecture. Article 3 The forest and wildlife nature reserves mentioned in these Regulations refer to four provincial nature reserves (hereinafter referred to as nature reserves), including Laojun Mountain, Gulinqing in Maguan County, Laoshan in Malipo County, Tuoniang River in Funing County and Xiaxingqing National Nature Reserve in Malipo County, which are divided into core areas, buffer areas and experimental areas.

The scope and boundaries of nature reserves shall be determined by the people's government that approved the establishment of nature reserves, and the boundaries shall be marked. The people's government of the county (city) where the nature reserve is located shall set up boundary markers according to the marked boundaries and make an announcement. Article 4 The construction and management of nature reserves shall adhere to the principles of scientific planning, unified management, sustainable utilization and people-oriented, and properly handle the relationship with local economic construction and residents' production and life. Article 5 The people's governments at the county level where nature reserves are located shall strengthen their leadership over the protection and management of nature reserves, incorporate them into the national economic and social development plan, and include the required funds in the fiscal budget. The main responsibilities of the sixth nature reserve management agencies are:

(a) to publicize and implement the relevant laws, regulations and these regulations;

(two) to formulate the management system of nature reserves to protect the natural environment and rare wild animal and plant resources;

(three) to organize the implementation of the overall planning of nature reserves;

(four) the organization of natural resources investigation and ecological environment monitoring, the establishment of natural resources archives;

(five) to explore the laws of natural evolution and ways to make rational use of forest and animal and plant resources;

(6) Organizing and coordinating scientific research, nature protection and popular science education in nature reserves;

(seven) do a good job in the prevention and fighting of forest fires and the prevention and control of forest diseases and insect pests;

(eight) under the premise of not affecting the natural environment and natural resources protection of nature reserves, organize visits, tourism and other activities. Article 7 The relevant departments of the people's governments at the county level where autonomous prefectures and nature reserves are located shall, according to their respective functions and duties, do a good job in the protection, construction and management of nature reserves. Eighth nature reserves prohibit the following acts:

(a) logging, grazing, hunting, fishing, herbs, reclamation, burning, mining, quarrying, dredging and other activities; However, unless otherwise provided by laws and administrative regulations;

(2) moving or destroying boundary markers in nature reserves without authorization. Article 9 No one is allowed to enter the core area of a nature reserve. Because of the need of scientific research, it is necessary to enter the core area to engage in scientific research, observation and investigation activities, and it shall submit an application and activity plan to the nature reserve management agency in advance, and be approved by the nature reserve management agency.

If the original residents in the core area of the nature reserve really need to move out, the people's government at the county level where the nature reserve is located shall make proper arrangements. Article 10 The people's governments at the county level where autonomous prefectures and nature reserves are located shall take measures to increase support for the aborigines in nature reserves, increase capital investment, strengthen the construction of facilities and improve the production and living conditions of the masses. Eleventh prohibit tourism, production and business activities in the buffer zone of nature reserves. For the purpose of teaching and scientific research, if it is necessary to enter the buffer zone to engage in nondestructive scientific research, teaching practice and specimen collection activities, an application and activity plan shall be submitted to the nature reserve management institution in advance and approved by the nature reserve management institution.

Units and individuals engaged in the activities mentioned in the preceding paragraph shall submit copies of the results of their activities to the nature reserve management agencies. Twelfth units, residents in the nature reserve and personnel who have been approved to enter the nature reserve must abide by the management regulations of the nature reserve and accept the management of the nature reserve management agency. Thirteenth approved to engage in scientific experiments, teaching practice, visits, tourism and other activities in the experimental area, should abide by the various management systems of nature reserves, and must not pollute the environment or destroy natural resources. Fourteenth in the nature reserve experimental area to carry out visits, tourism activities, by the nature reserve management agencies to prepare plans, plans should be in line with the nature reserve management objectives.

Organizing visits and tourism activities shall be carried out in strict accordance with the scheme specified in the preceding paragraph, and management shall be strengthened; Units and individuals visiting and traveling in nature reserves shall be subject to the management of nature reserve management agencies.

It is strictly forbidden to set up visits and tourism projects that are inconsistent with the protection direction of nature reserves.
