Chapter I General Provisions Article 1 In order to protect, cultivate and rationally utilize forest resources, develop forestry production, and give full play to the ecological, social and economic benefits of forests, in accordance with the Forest Law of People's Republic of China (PRC) (hereinafter referred to as the Forest Law), the Detailed Rules for the Implementation of the Forest Law of People's Republic of China (PRC) (hereinafter referred to as the Detailed Rules for the Implementation) and other relevant state regulations, combined with the actual situation of this province. Second units and individuals engaged in forest resources protection, forest harvesting and utilization, cultivation, management and other activities in this province shall abide by the "Forest Law" and its "Implementation Rules" and these Regulations. Article 3 People's governments at all levels shall strengthen their leadership over forestry work and take measures to develop forestry:

(a) to stabilize and improve the responsibility system for forestry production, consolidate and develop state-owned and collective forest farms, and encourage diversified forms of management to develop forestry;

(two) to protect the interests of forest farmers and mobilize the enthusiasm of forest farmers to protect and develop forests;

(three) forest cutting quota, full management;

(four) increase investment in forestry and give economic support to afforestation and forestry base construction;

(5) adjusting the industrial structure, relying on science and technology to promote forestry, and developing high-quality, high-yield and efficient forestry;

(six) to encourage the use of foreign capital to develop forest resources;

(seven) organize voluntary tree planting activities. Article 4 The forestry administrative departments of the people's governments at or above the county level shall be in charge of forestry work within their respective administrative areas. Grass-roots forestry workstations specifically manage forestry work within their respective jurisdictions. Article 5 The people's governments of provinces, cities divided into districts and regional administrative offices shall, in accordance with the provisions of the Forestry Law, give ethnic autonomous areas more autonomy and economic benefits in forestry production and construction than ordinary areas in terms of forest development, timber distribution and the use of forestry funds. Article 6 It is the duty of every citizen to plant trees and protect forest resources. Any unit or individual has the right to stop, report and accuse acts of destroying forest resources. Chapter II Forest Management Article 7 People's governments at all levels shall, in accordance with the forestry development plans of the people's governments at higher levels, formulate forestry development plans in their respective regions.

Forestry administrative departments at all levels shall be responsible for organizing the investigation of forest resources in the region, establishing a resource file system and a monitoring system, mastering the changes of resources, and guiding the preparation of forest management plans. Eighth survey and design, engineering facilities construction, mining and other construction, should not occupy or occupy less forest land; If it is necessary to occupy state-owned forest land or requisition collectively-owned forest land, the land management department shall obtain the written opinions of the forestry administrative department at the same level and review it according to law, and report it to the people's government at or above the county level for approval according to the examination and approval authority. Where it is necessary to cut down occupied or requisitioned trees, the owner of the trees shall apply for a tree cutting license in accordance with the provisions of Article 24 of these regulations. Ninth approved requisition of collectively owned forest land, shall be in accordance with the relevant provisions of laws and regulations, pay compensation for forest land, resettlement subsidies, forest compensation; Those who occupy state-owned forest land upon approval shall, in accordance with the relevant provisions of the state, compensate the actual losses of forest management units. Article 10 When erecting high-voltage transmission lines, communication lines, tourist ropeways and laying pipelines in forest areas, less or no trees should be cut down. If it is really necessary to cut trees, it must be signed by the administrative department of forestry, incorporated into the cutting quota plan, and issued cutting indicators to the owners of forest rights. If young trees or economic trees are damaged, the construction unit shall give the tree owners corresponding economic compensation. Chapter III Forest Protection Article 11 People's governments at all levels shall strengthen forest protection in accordance with the provisions of Article 16 of the Forest Law.

State-owned forestry production units shall be equipped with full-time rangers; Townships (towns) and villages with forest resources shall establish mass forest protection organizations, equip them with forest guards and formulate forest protection systems; Forest protection joint defense organizations shall be established in the forest areas at the junction of administrative areas.

Rangers' duties are: patrolling forests, supervising logging, checking hidden dangers of forest fires and stopping acts of destroying forest resources. Twelfth public security, procuratorial and judicial organs shall perform their duties according to law, maintain public order in forest areas, investigate and deal with illegal and criminal cases such as forest destruction, and protect forest resources. Thirteenth forestry administrative departments are responsible for organizing the prevention and control of forest diseases and insect pests, the quarantine of trees and their tree species and seedlings, and the inspection of the quality of trees and their seedlings. Fourteenth of precious trees and other plant resources with special protection value, the relevant administrative departments of the people's governments at or above the county level shall establish files, set up signs, and report to the people's government at the same level for protection. Fifteenth prohibit deforestation; It is forbidden to cut wood and graze in young forest land and special purpose forest land; It is forbidden to dig bamboo shoots indiscriminately; Unauthorized deforestation, quarrying, mining, sand mining, earth borrowing and other acts of destroying forest resources are prohibited. Chapter IV Afforestation Article 16 People's governments at all levels shall organize residents from all walks of life and urban and rural areas to complete the tasks specified in the afforestation plan, take measures to consolidate the afforestation achievements, improve the forest coverage rate and achieve comprehensive greening. Seventeenth railways, highways and water projects and management within the scope of greening, self-built by the management unit and owned by the management unit, can also be contracted by the management unit to the township (town) or village collective economic organizations or individuals for afforestation. All units can afforest on the state-owned barren hills and wasteland they use, or jointly afforest with state-owned forestry production units or township (town) and village collective economic organizations.

The trees planted by rural villagers in front of and behind their own houses and private plots are owned by individuals and allowed to be inherited, transferred and mortgaged.
