Two, the main contradictions and problems faced by the current supervision of agriculture, rural areas and farmers.

The loss of agricultural resources and the serious shortage of agricultural investment caused by the inertia of macro-policy orientation that emphasizes agriculture over agriculture have become the "bottleneck" factors restricting agricultural development and increasing farmers' income. There is an obvious non-agricultural tendency in the redistribution of national income. Although the absolute amount of state investment in agriculture is increasing, the growth rate is much lower than that of fiscal expenditure, both the proportion of fiscal support for agriculture in fiscal expenditure, the proportion of agricultural infrastructure investment in infrastructure investment and the proportion of agricultural investment are declining. Some micro-policies are not in place, which directly affects the growth of farmers' income. The policy of purchasing farmers' surplus grain and high quality and good price at protective price has not been well implemented for various reasons, and there are phenomena such as limiting the collection and refusing to accept, and giving farmers "white bars" at low prices. Because some local governments discriminate against farmers entering cities, especially large and medium-sized cities, and charge high urban capacity increase fees, it is more difficult for farmers to enter cities, which leads to difficult urbanization and urbanization process and forms an employment structure that is not conducive to farmers' income increase. However, the ecological environment and infrastructure of China's agriculture are difficult to ensure the sustained growth of farmers' income. The agricultural infrastructure is weak, and the foundation for increasing farmers' income is weak. Due to the serious shortage of agricultural investment, the protection of some basic farmland is weak, the fertility of land is declining and the benefits are low; Most water conservancy facilities are aging, disrepair, idle and wasteful, or even seriously damaged, and cannot function normally; The development of highway is lagging behind, the traffic is inconvenient and the circulation is blocked; The postal communication network is imperfect, the information is blocked and the traffic is not smooth; The level of agricultural mechanization equipment is low.
2. Agricultural efficiency is insufficient. Agricultural production lacks market-oriented production, and the contradiction between increasing agricultural production and increasing efficiency is prominent. The total market volume of bulk agricultural products is saturated, and the backlog of sales is difficult; At the same time, the market supply of high-quality agricultural products is obviously insufficient. It is a common phenomenon that agricultural production increases without increasing efficiency and income. The degree of agricultural mechanization is not high, and the return rate of labor force is low. The existing agricultural machinery structure can't meet the needs of agricultural structure adjustment, the technical level of agricultural machinery is low, the industrialization degree of agricultural machinery service is low, the facilities and means are not perfect, and the service function of agricultural machinery service system is poor. There is little potential to improve the efficiency of forestry, animal husbandry and fishery. The total amount of forest resources in the county is small, the internal structure of forestry is not reasonable, and the species are single.
First, the development of wood processing industry lags behind, the processing scale of large-diameter timber is small, the processing level is low and the added value is not high. The breeding rate of livestock and poultry is not high, the degree of intensification is low, the standardized production is poor, the quality of aquatic fry is not high, the breeding base does not match the aging pond, the aquatic industry chain is not complete enough, and the inspection and quarantine system of livestock and poultry aquatic products is not perfect. The pace of agricultural industrialization is not fast and the degree of organization is low. The existing leading enterprises are few in number and small in scale, and the interests of leading enterprises are not closely related to farmers and agricultural products bases, and the relationship between production and sales is unstable; The characteristics of agricultural production industry are not obvious, and the base construction is lagging behind; The role of various farmers' brokers and cooperative economic organizations is not prominent, and the degree of organization in entering the market is low. The agricultural resources development project area is not concentrated and contiguous enough to play the scale benefit; There is the phenomenon of light tube transformation; Insufficient investment in projects and few ways to attract foreign investment.
3. Some hidden dangers of social instability in rural areas still exist. In terms of farmers' burden, the collection and use of funds for raising funds for raising labor are quite different from those stipulated in the policy. Most of the funds are occupied by towns and villages, and the phenomenon of unreasonable charges outside the card still exists. The service charges are not standardized and arbitrary. The problem of infringing on farmers' legitimate rights and interests in rural land contracting is more prominent. The implementation of the policy of 30-year unchanged land contract in a few village groups is not in place, and some phenomena still occur in a few village groups, such as arbitrarily adjusting or recovering farmers' contracted land, forcing farmers to transfer land, arbitrarily illegally intercepting land transfer income, and illegally requisitioning and occupying farmers' contracted land without respecting farmers' wishes. In terms of village affairs openness and democratic management, the establishment of democratic management organizations for village affairs openness in a few villages is not democratic enough, the time of village affairs financial disclosure is not timely enough, the content is not true, comprehensive and detailed enough, and the democratic decision-making system and accountability system for major village affairs financial matters have not yet been put in place. The village collective assets management and financial management system is imperfect and inapplicable, the existing system is not implemented in place, some village groups' financial statements and accounting are not timely and standardized, there is a general gap in village income and expenditure, the village debt burden is heavier, and the problems of corruption, embezzlement, misappropriation and squandering of collective property by individual village group cadres are prominent.

According to the principle of market demand and resource advantages, we should choose the main direction, cultivate leading industries, develop and build agricultural and sideline products raw material production bases around leading industries, and gradually form a distinctive regional economic pattern, laying the foundation for agricultural industrialization and agricultural structure adjustment and optimization. Third, strive to broaden the channels for farmers to increase their income.
