Regulations of Gannan Tibetan Autonomous Prefecture, Gansu Province on Tibetan Language and Writing Work

Article 1 In order to ensure the education, use and development of Tibetan language and script, and promote the construction of material civilization and spiritual civilization in Autonomous Prefecture, these Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC), the Law on Regional Ethnic Autonomy in People's Republic of China (PRC) and the Regulations on the Autonomy of Gannan Tibetan Autonomous Prefecture. Article 2 The organs of self-government of autonomous prefectures adhere to the principle of equality of spoken and written languages of all ethnic groups in accordance with the laws and policies of the state on spoken and written languages of all ethnic groups, and ensure that all ethnic groups have the freedom to use and develop their own spoken and written languages. Article 3 Tibetan language is the main language of autonomous prefecture, and it is also one of the main languages commonly used in autonomous prefecture. Fourth autonomous prefecture state organs at all levels use Tibetan and Chinese languages when performing official duties, and both Tibetan and Chinese languages are equally authentic. Article 5 State organs at all levels in the Autonomous Prefecture shall serve to promote equality, unity, mutual assistance and common prosperity of all ethnic groups, and promote the economic development and social progress of the Autonomous Prefecture.

When recruiting and promoting cadres, the organs of self-government treat people with the same Tibetan and Chinese education equally and oppose discrimination in language and writing.

The organs of self-government of the Autonomous Prefecture advocate the employees of all units and enterprises in the Autonomous Prefecture to learn and use the Tibetan language; Encourage Tibetan workers to learn Mandarin and Chinese, which are commonly used throughout the country, while learning and using Tibetan. Article 6 The organs of self-government of Autonomous Prefecture shall commend and reward the units and cadres and workers who have made outstanding achievements in learning and using Tibetan language, and take the learning and using of Tibetan language as one of the contents of inspecting cadres. Seventh autonomous prefecture people's government and the county people's government Tibetan language work institutions are responsible for:

(a) to publicize and implement the national policy on national languages, and to inspect and supervise the provisions of laws and regulations on national languages and the implementation of these regulations;

(2) Formulating plans and measures for learning, using and developing Tibetan language;

(3) To undertake the compilation, research and standardization of Tibetan language;

(four) to inspect, supervise and evaluate the study and use of Tibetan language, decide on rewards and punishments, and issue relevant certificates;

(5) Organizing training and academic activities for Tibetan language and writing professionals;

Coordinate the business relationship between Tibetan language and writing departments. Article 8 The provisions of the organs of self-government of autonomous prefectures on Tibetan language education in schools of all levels and types shall not be changed at will by the schools or competent departments. If changes are needed, they shall be approved by the organs of self-government of autonomous prefectures.

Primary and secondary schools that mainly recruit Tibetan students in Autonomous Prefecture should gradually implement Tibetan-Chinese bilingual teaching.

Kindergartens and nurseries set up separate classes according to the needs, equipped with Tibetan teachers, and carry out Tibetan-Chinese bilingual education. Ninth Autonomous Prefecture People's governments at all levels shall, in accordance with the relevant provisions of the state, carry out Tibetan literacy education for Tibetan citizens in a planned way, and gradually improve the cultural quality of Tibetan citizens.

Tibetan leading cadres in Autonomous Prefecture should improve their ability to perform their duties in their own spoken and written languages. Article 10 The important proclamations and publicity materials sent by state organs at all levels in Autonomous Prefecture to townships and villages shall be written in Tibetan or Tibetan and Chinese according to actual needs; Uplink documents at county and township levels are in Tibetan or Chinese, or both Tibetan and Chinese are used. Eleventh autonomous prefecture state organs held important meetings or gatherings, hanging Tibetan and Chinese language signs; The conference language and materials are written in Tibetan and Chinese.

The working meetings held by various departments of the organs of self-government and enterprises and institutions shall use both Tibetan and Chinese languages according to actual needs. Article 12 The organs of self-government of autonomous prefectures guarantee the right of Tibetan citizens to use Tibetan language in litigation. If a party brings a lawsuit, appeal or complaint in Tibetan orally or in writing, the judicial organ shall accept it and shall not refuse it.

People's courts, people's procuratorates and public security organs at all levels in Autonomous Prefecture use Tibetan language for Tibetan parties or interpret for them when investigating, prosecuting and hearing cases. Legal documents are written in Tibetan and Chinese. Thirteenth Tibetans and citizens of other nationalities can fill in various applications, volunteer books, registration forms and write other documents in Tibetan in the Autonomous Prefecture. Fourteenth official seals, letterheads, signs, awards, slogans, certificates, notices, unit vehicle names, town names, street names, jiepai, etc. Tibetan and Chinese languages should be used in the languages of state organs, enterprises, institutions and provincial units in Autonomous Prefecture. Article 15 The product names and trademarks produced by the Autonomous Prefecture, the commodity price labels of various shops and booths, and the commodity advertisements shall be written in Tibetan and Chinese. Article 16 The staff of posts and telecommunications, banks, grain shops, stations, restaurants, guesthouses, shops, bookstores, hospitals and other service institutions in the Autonomous Prefecture shall receive Tibetan customers and patients in Tibetan, or provide translation services. Seventeenth autonomous prefecture cadres, professional and technical personnel and workers in the evaluation of professional and technical positions, you can use Tibetan language to answer questions and write materials; When evaluating junior and intermediate professional and technical positions, if the Tibetan language level reaches the specified requirements through the unified examination or assessment organized by the personnel and vocational reform department of the Autonomous Prefecture, you can apply for exemption from foreign languages.
