Article 2 These Measures apply to the classified placement, collection, transportation, disposal and related management activities of domestic waste within the urban area of ??this city. Article 3 The term “domestic garbage” as mentioned in these Measures refers to solid waste generated in daily life or activities that provide services for daily life, as well as solid waste that is regarded as domestic garbage according to laws and regulations. Domestic waste is divided into the following four categories:

(1) Kitchen waste refers to the organic domestic waste produced by residents in their daily lives, including solid food, egg shells, melon and fruit peels, tea residues, etc. Kitchen waste and discarded fruit and vegetable waste from farmers’ markets and agricultural product wholesale markets;

(2) Recyclables refer to waste suitable for recycling and resource utilization, including glass, paper, plastic, Metal, bulky garbage and waste fabrics, etc.;

(3) Hazardous garbage refers to domestic garbage that causes direct or potential harm to human health or the natural environment, including waste batteries, waste fluorescent lamps, and waste thermometers , waste sphygmomanometers, waste medicines and their packaging, waste paints, solvents and their packaging, waste pesticides, disinfectants and their packaging, waste film and waste photo paper, etc.;

(IV) ) Other garbage refers to domestic garbage other than the first three items, including dust ceramics, discarded sanitary napkins, disposable diapers, napkins and other waste that are difficult to recycle. Article 4 The classification management of domestic waste shall follow the principles of government leadership, national participation, urban and rural coordination, systematic promotion and territorial management. Article 5 When the Municipal People's Government prepares land space planning, national economic and social development plans, it shall regard the construction of domestic waste transfer facilities and disposal facilities as an important content, and the funds and land required for construction shall be included in the municipal and district annual investment plans and annual land plans in accordance with regulations. The municipal and district people's governments have established a comprehensive coordination mechanism for domestic waste classification management to coordinate and resolve major issues such as domestic waste classification, reduction and resource utilization. Article 6: The municipal urban management department is the department in charge of the classification and management of domestic waste in this city. The district urban management department is responsible for the classification and management of domestic waste in the region. Sub-district offices (township people's governments) are responsible for the specific implementation of daily management work such as classified placement, classified transfer and related classified collection of domestic waste within their jurisdiction. Article 7: The municipal housing security and real estate management department is responsible for urging property service enterprises to do a good job in classifying domestic waste in accordance with the division of responsibilities.

The municipal ecological environment management department is responsible for supervising and guiding the collection, transportation, and disposal management of hazardous waste.

The municipal renewable resources recycling management department is responsible for the recycling and management of recyclable materials in domestic waste.

The municipal government affairs management department is responsible for promoting, supervising, and guiding the domestic waste classification work in the office areas of municipal state agencies, institutions and other public institutions.

Relevant departments such as natural resources and planning, education, health, development and reform, finance, transportation, culture, radio, television, and tourism should do a good job in the classification and management of domestic waste according to the division of responsibilities. Chapter 2 Classification and Disposal Article 8 Units and individuals that generate domestic waste are responsible for the classification and distribution of domestic waste. They should reduce the generation of domestic waste and fulfill their obligations such as the classification and distribution of domestic waste.

State agencies, public institutions, social groups and other public institutions should take the lead in demonstrating waste classification. Article 9 The municipal urban management department shall, in conjunction with the ecological environment management and other departments, formulate a domestic waste classification catalog and publish it to the public.

The municipal urban management department should formulate guidelines for the classification of domestic waste, clarify the standards, labels, and placement rules for domestic waste classification, and provide various forms of convenient query services.

Article 10 Units and individuals that generate domestic waste shall comply with the prescribed time, place, method and other requirements when placing domestic waste, and comply with the following regulations:

(1) Drain the kitchen waste and place it in Food waste collection containers;

(2) Put recyclables into recyclables collection containers or sell them to renewable resource recycling operators;

(3) Hazardous wastes into Hazardous garbage collection containers;

(4) Put other garbage into other garbage collection containers. Article 11 A management responsible person system shall be implemented for the classification and placement of domestic waste. The management responsible persons shall be determined in accordance with the following provisions and shall be made public: (1) Management of state agencies, enterprises and institutions, social groups and other organizations area, the unit is the responsible person;

(2) For residential communities that implement property management, the property service company is the responsible person; for residential communities that do not implement property management, the community residents committee is the responsible person;

(3) The management unit or operator of airports, railway stations, passenger terminals, subway stations, bus stations, sports venues, cultural venues, parks, tourist attractions, roads, squares and other public places shall be responsible

(4) For hotels, restaurants, shopping malls, bazaars and other business places, the management unit is the responsible person;

(5) For the construction area of ??the construction project, the construction unit as the responsible person.

If the person responsible for management is not specified in the preceding paragraph, the person responsible for management shall be determined by the local sub-district office (township people's government).
