Measures of Xiamen Municipality on the Administration of Urban utility tunnel

chapter I general rules? Article 1 In order to standardize the planning, construction and management of utility tunnel in this Municipality, intensively utilize and optimize urban underground space, and promote urban economic and social development, these Measures are formulated in accordance with the Regulations of Xiamen Municipality on the Administration of Municipal Engineering Facilities and relevant laws and regulations, and combined with the actual situation of this Municipality. ? Article 2 The urban utility tunnel mentioned in these Measures (hereinafter referred to as the "pipe gallery") refers to the structures set below the urban ground of this city to accommodate various public facilities, pipelines and ancillary facilities (including ancillary facilities extending to the ground). ?

the public facilities pipelines mentioned in the preceding paragraph (hereinafter referred to as "pipelines") include public facilities pipelines such as electric power, cable TV, communication (including monitoring lines), gas, water supply, drainage, reclaimed water and traffic signals. Auxiliary facilities include drainage, ventilation, lighting, electricity, communication, safety monitoring system, etc. for maintaining the normal operation of the pipe gallery. ? Article 3 The municipal administrative department is the competent department in charge of the gallery management in this Municipality. ?

other relevant administrative departments shall cooperate with each other in the management of pipe gallery according to their respective responsibilities. ? Article 4 The management of pipe corridors shall be based on scientific planning, overall planning, coordinated management, resource sharing and safe operation. ? Chapter II Planning and Construction Management Article 5 The municipal administrative department shall, jointly with the relevant administrative departments, organize the preparation of the special planning for the pipe gallery of this Municipality. The special planning of pipe gallery is comprehensively coordinated by the municipal planning administrative department, and approved and implemented by the Municipal People's Government according to the prescribed procedures. ?

the preparation of the special planning for pipe corridors shall conform to the overall urban planning of this municipality, and adhere to the principles of adjusting measures to local conditions, giving consideration to the distance, overall planning and step-by-step implementation. ?

the municipal administrative department shall consult the opinions of the pipeline units in the preparation of the special plan for the pipe gallery, and the pipeline units shall cooperate with the preparation of the special plan for the pipe gallery. ? Sixth new construction, renovation and expansion of urban roads and new district construction, in accordance with the special planning of pipe corridors should be built, it should be supporting the construction of pipe corridors. ? Seventh of the urban roads that have been built with pipe corridors, in principle, the construction of pipe corridors shall not be carried out again during the planning period. If it is really necessary to build because of special circumstances, it shall be audited by the municipal administrative department and reported to the Municipal People's Government for approval. ?

for urban roads with pipe corridors, the municipal administrative department will no longer approve pipeline units to dig road construction pipelines according to the requirements of the special planning of pipe corridors, except in the following circumstances:?

(1) pipelines that cannot be included in the pipe gallery; ?

(2) the connecting pipeline between the pipe gallery and external users. ? Article 8 Where an urban road or pipeline unit that has built a pipeline applies for digging a road to build a pipeline, the municipal administrative department shall, after accepting the application, notify the relevant pipeline unit in accordance with the requirements of the principle of building a pipe gallery to apply together and examine and approve it according to law. Within 5 years after the completion of the new pipeline, it is no longer approved to dig the road construction pipeline. If the construction is really necessary due to special circumstances, it shall be audited by the municipal administrative department and reported to the Municipal People's Government for approval. ? Ninth pipe gallery construction units shall go through the relevant procedures for pipe gallery construction projects in accordance with the construction procedures. ?

if the pipe gallery construction needs to cross (cross) or use urban roads and highways, civil air defense facilities, river courses and dike facilities, or involves fire safety and tree protection, the construction unit shall go through relevant procedures according to law. ? Tenth pipe gallery construction project survey, design, construction, supervision units shall be determined in accordance with the relevant laws, regulations and rules of the state. ?

the survey, design and construction of pipe gallery construction projects shall conform to relevant technical specifications and standards. ? Eleventh after the completion of the pipe gallery construction project, the construction unit shall organize the completion acceptance in accordance with the regulations, and can only be delivered for use after passing the acceptance. ?

if the construction administrative department and other administrative departments find that the completion acceptance of the pipe gallery construction unit violates the relevant provisions, they shall be ordered to make rectification within a time limit and reorganize the completion acceptance according to law. ? Article 12 Except as otherwise provided by laws, regulations, rules and the municipal government, the pipe gallery construction unit shall hand over the pipe gallery to the pipe gallery management unit entrusted by the municipal administrative department for unified management and maintenance within 3 days after the completion and acceptance of the pipe gallery project, and submit the project files to the urban construction archives management institution within 9 days after the completion and acceptance. ?

the pipe gallery management unit shall go through the handover procedures with the pipe gallery construction unit, and if it is found that the pipe gallery does not meet the quality requirements, it shall report in writing to the relevant administrative departments for handling according to law. ? Chapter III Maintenance and Management of Pipe Gallery? Thirteenth pipe gallery to implement the system of paid use. The pipe gallery management unit is responsible for providing pipe gallery access and daily maintenance management services to all pipeline units, and collecting pipe gallery use fees and daily maintenance management fees. ?

the pipe gallery use fee and daily maintenance management fee shall be reported to the price administrative department by the municipal administrative department for approval in accordance with relevant regulations. ? Article 14 The pipe gallery management unit shall perform the following obligations:

(1) Keep the pipe gallery clean and well ventilated; ?

(2) Establish and improve the maintenance management system, and do a good job in safety monitoring and inspection; ?

(3) make overall arrangements for daily maintenance and management of pipeline units, and cooperate and assist pipeline units in inspection, maintenance and repair; ?

(4) Be responsible for the maintenance and repair of facilities and equipment used in the pipe gallery, establish engineering maintenance files, and ensure the normal operation of facilities and equipment; ?

(5) to organize the formulation of emergency plans for pipe gallery management. In case of danger in the pipe gallery, emergency measures shall be taken and the pipeline unit shall be notified in time for emergency repair; ?

(6) other obligations that should be performed to ensure the safe operation of the pipe gallery. ?
