In fact, some provinces, such as Guizhou and Jiangxi, have begun to demand the resumption of normal traffic operations and the lifting of illegal road blockades. At a meeting on February 27th, Academician Zhong Nanshan also said that the epidemic could be basically controlled by the end of April. I believe that the road closure can be completely lifted after that.

At present, the Ministry of Transport has also issued the Notice on Scientifically Ensuring Urban and Rural Road Transport Services during the Epidemic Prevention and Control Period, in which it is mentioned that urban and rural road transport services should be restored by districts and levels:

1. Low-risk areas should immediately and comprehensively restore urban and rural road transport services in accordance with the principle of "external defense and input".

2. Medium-risk areas should restore urban and rural road transport services in an orderly manner as soon as possible in accordance with the principle of "external defense input and internal defense against proliferation" and on the premise of doing a good job in epidemic prevention and control.

3. In high-risk areas, effective measures should be taken to ensure the necessary travel of key groups such as medical personnel and front-line personnel of public utilities in accordance with the principle of "internal non-proliferation, external prevention and export, and strict control", and the urban and rural road transport services should be restored in a safe and orderly manner in combination with the changes in the epidemic prevention and control situation.
