1. Guiding ideology

Deeply implement the Scientific Outlook on Development and the spirit of the 18th National Congress of the Communist Party of China, give full play to the exemplary and leading role of team members, and build a scientific and reasonable view of the city appearance in various sections of the city. Management pattern, further consolidate the achievements of urban and rural construction and co-governance, carry out in-depth "Change Garden Action" work, comprehensively improve urban environmental sanitation and order, continuously improve the living environment, enhance urban taste, and strive to create "beauty".

2. Work Objectives

Ensure that there are no blind spots, no dead ends, no random dumping of garbage, no random erection of sheds and pavilions, and no random parking in the urban road sections and the communities in charge. There should be no random parking of vehicles, no noise pollution, no random parking of stalls, no littering of garbage, and ensure that the streets are clean, orderly, beautiful and smooth.

4. Urban management planning and work responsibilities

(1) Division of management areas. In order to achieve refined management and control of urban appearance, after investigation by the party group, our county was divided into four management areas, with Comrade Liu Changgui, secretary of the party group and director of the bureau, taking overall responsibility. (2) Job Responsibilities

Traffic order: ⑴ Prevent vehicle disorder within the road section We must prevent uncivilized behaviors such as parking, parking, and leaning indiscriminately, and ensure smooth and orderly roads in urban areas. ⑵Severely crack down on illegal motorcycle operators and ban “black stations” and “black spots”.

Street order: ⑴ Taking the "four guarantees" in front of the door as a breakthrough, strengthen urban management, do a good job in the implementation of the "four guarantees" responsibilities in front of the door within the road section, correct and eliminate all kinds of road occupation, leaving shops, and flowing and other uncivilized business behaviors to ensure that the streets are clean, standardized, and orderly. ⑵Increase the management of facade decoration, opening celebrations, event promotions, leaflet distribution and other activities within the road section. ⑶Intensify the efforts to clean up "psoriasis" small advertisements, random involvement, and random construction, and promptly report and deal with large-scale illegal buildings. ⑷Intensify the management of construction materials, construction waste, and construction debris, and standardize the management of soil collection, soil transportation, sand and gravel transportation at construction sites. (5) Regulate commercial publicity, high-pitched advertising loudspeakers and other disturbing behaviors within the road section. (6) Standardize the operation and management of night markets within the road section, and supervise the owners of each night market to place them according to the prescribed time, location and hygienic standards.

5. Work Requirements

(1) Strengthen publicity and education and create an atmosphere of public opinion.

Make full use of various forms of publicity such as radio, television, slogans, banners, and promotional vehicles, and use video broadcasts, distribution of notices, posting notices, printing flyers, and written notifications to vigorously publicize the importance of urban management and related policies and regulations. To improve people's awareness of urban appearance and environmental sanitation and their awareness of abiding by laws and regulations, we must listen to more people's opinions and suggestions, let the people also participate in urban management, and create harmony between the party and the people, and between the people and society.

(2) Adhere to people-oriented and civilized law enforcement. In the management process, we must adhere to the people-oriented approach, always put the interests of the people first, differentiate between different situations, take different measures, and avoid being "brute, hard, and cold." In particular, we must patiently enlighten and carefully regulate zero-employment families, laid-off and unemployed people, disabled people, and people with difficulties in life. Each area must follow the unified deployment and requirements of our bureau and combine the actual work, conscientiously implement the work tasks, and consolidate work responsibilities.
