Xilan Township was once one of the traditional main mining areas in Luoyuan County, Fuzhou City, Fujian Province. Xilan Township has completely closed down mining operations, leaving behind problems such as surface exposure and tailings cleanup.

Based on geographical conditions and actual performance of duties, the People's Procuratorate of Luoyuan County visited townships and government departments many times to discuss issues such as mine management and ecological restoration, and held tea in Qijingtang, Xilan Township. The industry has set up a contact point for mine ecological restoration inspection work, used public interest litigation ecological restoration funds, and strived to build a mine restoration demonstration base, realizing the only successful case of "mines turning into tea mountains" in the province, and providing a replicable ecological restoration model.

The Luoyuan County Procuratorate actively integrates into the overall development situation and fully promotes the project of "reading the 'Book of Mountains and Seas' well and painting the 'Landscape Painting' well to ensure the construction of beautiful Luoyuan", guided by the comprehensive use of "criminal + public interest litigation" means , with the main line of cracking down on mining-related crimes and the supervision and protection of mineral resources as the starting point, we have created an ecological prosecutorial brand with Luoyuan’s local characteristics of “guarding mines and protecting mountains and seas”.

In the process of handling the case, the Luoyuan County Procuratorate implemented the "Three More Concepts" and dug into clues of other related crimes derived from mining resources. In handling a major environmental pollution case in accordance with the law involving the illegal disposal of used batteries in abandoned factories in mines, the Luoyuan County Procuratorate requested administrative agencies to carry out centralized investigation and rectification of mines, urge the transfer of criminal clues, and eliminate potential safety hazards in closed mines and abandoned factories.

In order to gather joint efforts in case handling of mountain and sea environmental resource protection, the Luoyuan County Procuratorate and a number of units jointly issued and implemented the "Luoyuan County Ecological Environment and Resource Protection Administrative Law Enforcement and Criminal Justice Coordination Working Mechanism" to establish ecological environment-related Active intervention mechanism, joint investigation and handling working mechanism, and joint meeting system for major resource protection cases. The Procuratorate of Luoyuan County explores cross-site collaboration and handles the "Rim Sandu'ao" cross-regional marine ecological environment protection public interest litigation cases in an integrated manner. It is the first in the province to explore the practice of "cross-city and neighboring counties" regional joint prosecution. Together with the Ningde City Jiaocheng District Procuratorate ***, the "Implementation Plan for Jointly Carrying out Cross-Regional Marine Ecological Prosecution and Public Interest Litigation Collaboration Mechanism" was launched, and a triple cooperation mechanism of "joint meetings + mutual transfer of clues + mutual promotion of party building" was established to use supervision and supervision in accordance with the law Prosecution, support for prosecution, public interest litigation and other means to promote the restoration of the ecological environment of mountains, forests and sea areas by urging to stop infringement, repair the environment and compensate for losses.

Focusing on the overall situation of the mountains and seas, the Luoyuan County Procuratorate demonstrates its procuratorial responsibility through its service center work. It proactively reports to the party committee and government on the frequent occurrence of illegal mining in the county in recent years and the performance of the procuratorial organs’ duties, and promotes the county government The "Notice on Further Improving the Joint Law Enforcement Mechanism to Strictly Combat Illegal and Illegal Mining" was issued.
