Who decided Arbor Day?

Arbor Day is celebrated by the Standing Committee of the Fifth National People’s Congress. At Deng Xiaoping's proposal, the sixth meeting of the Standing Committee of the Fifth National People's Congress decided to designate March 12 every year as China's Arbor Day.

"Forest Law of the People's Republic of China"

Article 2: Forestry activities within the territory of the People's Republic of China This law shall apply to the protection, cultivation and utilization of forest trees and the management activities of forests, trees and woodlands.

Article 3 The protection, cultivation and utilization of forest resources shall respect nature, comply with nature, and adhere to the principles of ecological priority, protection priority, conservation integration and sustainable development.

Article 4 The state implements a responsibility system and an assessment and evaluation system for forest resources protection and development goals. The people's government at the higher level shall assess the performance of the people's government at the lower level in completing the forest resource protection and development goals, forest fire prevention, and prevention and control of major forest pests, and make the assessment results public.

Local people's governments may establish a forest chief system based on the needs of forest resource protection and development in their respective administrative regions.
